Silvermoon City
. It's kind of easy to see how it would be mistranslated into moonlight, actually. ;)

: There's no way I know of to determine what armor a guard wears short of having all of the item models memorized. Even then, there's no guarantee that the guards are wearing anything a player could collect in-game.

FYI the Blood Elf Capitol is Silvermoon.
As for your question, I am not aware of a set of armor that makes you look like the guards. If there is then it is hidden in the many pieces of gear that is not worth wearing/farming for. Hope that helped before you get flamed/trolled.

It would be easier if you had the warcraft model viewer. I don't know if it is against the EULA but what it does is it read the .mpq files that the game is stored it. Within those files is a database of everything in WoW. The NPC/item models, animations and even special effects for objects. You can choose some of the classes that is allowed to wear armor and go through every model in the current build of the game. You might find the model that matches the pieces you want to gather. The problem then is figuring out what armor piece if any it corresponds to. There are also sites which break down information about the game more than wowhead. Some of these could have the name/ID of the model and could tell you if any item uses that model. It would take our of research to find what you are looking for. Even then you may come to find that nothing available to players matches with the set.
keep in mind even through the model maybe in the game, some weapon/armor models are tied to the NPC it is on and was not made into an any at all. Like Sulfron is on Ragnoros, but the hammer is only available to players because it was taken from that model and made into a weapon. This means that the weapons and armor on this Silvermoon Blood Knights may not exist outside of those unique models.
If the item model is inaccessible by either means the only other way to at least get that look, would be to modify the files to change the model of sword a to be sword b, assuming sword b's model can be found. If the model of the Silvermoon guards are unique you would change the look of all male blood elfs to be that model.
That last past IS against the EULA and if you are caught the result will ban your account.
In order to keep wowhead from taking heat for players posting info on this way of changing model, they cannot allow us to post that. I was new how to modify thing like this. I am sure they have changed many things and my information would be invalid if I could post it here.
tl;dr You can try, but there is a good chance it is impossible or the only way to achieve it will get you banned.
