to answer your shadowbolt Q
New Casting Time = 1 / (Speed% * (1 / Base Casting Time))
or
New casting time = Base Casting Time / Speed%
so...
2.5/2 = 1.25
that means you need 25% bonus from your spell haste
15.7 spell haste rating = 1%
therefore you need 392.5 spell haste rating

Haste is better than Crit for both Destro and Affliction Warlocks (mostly due to 1% haste taking 15.77 and 1% crit taking 22.08 crit rating), and this is thinking into account imp Shadow bolt.
Casting more shadowbolts > a few more crits.

Untrue, the coefficient for spell dmg bonus is calculated using the base spell casting time. This was untrue for mages for a time (where a cast-time reducing talent also reduced the dmg bonus) but was upped/fixed recently.
