Just want some more in-depth info on what you're looking for.
Are you after something that will do this automatically? Then i can tell you straight away that doesnt exist. Cause that's automatation and against blizzard policies.
Or are you looking for an addon/button that when you use it will cast LoH on yourself if you're below a set amount of HP?
Cause that can be done with macros. (90% sure of it)

I know it's possible to get HP with macros and use it as a parameter and thus making it possible to perform actions based on current HP.

Yeah cause if you think about it, it's basically botting. Maybe not 100%, but if you could set things like that up, then really you could just set up a bunch of "automatic macros" then walk away from your computer.

It's being done every day.. But it's against the Terms of Use and thus blizzard will ban you for it.

Havn't actually tested myself but i thought it could work something like this:
you get the hp and if im not mistaken you cant use it just like that but you can print it in chat.
it is possible to gather info from chat.
you can then use the info (which is only a number as far as wow is concerned) to cast if a certain value or not cast if a higher value.
This is only speculation since i actually wasn't aware of the fact that they had removed casting based on HP%
What i described is more of an addon though way too long to fit in a single macro.
Edit: I know that even though this is very OP it's not vialoting blizzards user agreement since it's not Automation.
Just like multiboxing is allowed. If you set the LoH at 5% you can get nuked from 6-0% before you can use the macro/addon. And if you set it higher it might as well be a wasted LoH.

The only way you can macro spell casts is by using...
/cast <spell_name>
The only way you can check HP values is via a script...
/run if UnitHealth("target") > 1000 then print("Hello World!") end
The only way to cast spells in a script is
CastSpellByName
or
CastSpell
. Both of these have been protected and only callable from Blizzard code as of 2.0.1. You can't check for a condition and react to it in the same script. The
/run
lines can't interact with the rest of the macro.

I realise now that to do this would require a kind of bot. But isn't it a rather innocent use of bots?
What i mean is, that you can program, ("I mean Blizzard can program") for behaviour checks (spotting 'to much' precision in your movements and attack sequences etc.),
But if its only the behaviour of a single button, and all the input is at my end ('input device' on my computer), then blizzard is just going to see the normal behaviour of my character, and very very occasionally when blizzard see's me 'press' LoH serverside, it won't technically be me that's pressing it...
So how are they going to spot it? Do they blacklist background processes on your computer or something? Or do they just lay the hammer down at the slightest suspicion, and its far to terrorfying to even try?
Any answers fine, I'm just curious now ;)
No the macro system does not allow behavior checks, nor does blizzard condone the use of bots. Anything that automates play, even something small like this is not possible.
Best thing you can do is put lay on hands on a key that is very easy to reach from the movement keys, so that you can use it as fast as you can react. I don't know how you do it now but with a move like this reaching over to the other side of your action bar with your mouse isn't going to help you react fast enough.
