You can't cast 5 times in 5 seconds , the GCD and even a minute amount of lag prohibit it.
The most your going to get is possibly 4.
At a base haste of 463 , using Riptide first and then LHW the most I can get is 2 LHW's and the Riptide (so a total of 3) within 5 seconds.
So assuming your are lucky and manage 4 your only getting a return of 168 mp5. Not really comparable to the trinket you linked above that provides 198 mp5 for 15 seconds on proc (594 mp5 total).
All in all though , numbers aside , as stated previously if no one else wanted it then there is no reason the Shaman couldn't have rolled on it. It is situational and if the Shaman in question is having mana issues on even 1 fight in Ulduar then it may or may not help , and there is no harm in him/her having to at least try if it was only going to go toward the DE pile.
Oh, I agree mostly. That's why I qualified the math.
However, the trinket doesn't give 594 mp5 total. 594 mana maybe, but not 594 mp5. ;) It gives a buff that grants 198 mp5 for 15 seconds. To see how much static mp5 its worth, you'd need to figure out the proc rate and then do a little bit of division.

The GCD for totems is 1 second. With a latency cast bar it is very easy to cut down the effect of lag by pre-pressing casts.
So assuming your are lucky and manage 4 your only getting a return of 168 mp5. Not really comparable to the trinket you linked above that provides 198 mp5 for 15 seconds on proc (594 mp5 total).
That's very comparable to a trinket with a 45 second internal cooldown that normalises its benefit to ~66mp5. Also, even if it's just one fight, General Vezax reduces SoF's benefit to 0mp5, while Spark is unaffected.
594 mp/45 second cooldown = 13.2 mp5 average over a given period of time.
This calculation will give you the mana per second worth of the trinket. You then have to multiply by 5 to get the mp5 :)

Ewww Spirit! Seriously, this is not a Shaman itemized trinket, and defintely not worth picking up instead of an abyssal shard. You can make a case for how 'useful' it can be, but frankly there are much better trinkets out there.
