So how is disc supposed to keep a tank up now?

You have two options:
(1) Spec divine fury and start finding a way to use GH sensibly.
(2) Do not spec divine fury, and spam FH instead.
If you can't keep up, you're either undergeared for the content you're in, or not getting enough support on a 2-healer-per-tank fight. It will be a challenge, no doubt, but it should not be game-breaking.
I'm not interested in being a raid healer either by bubble or circle of healing. I really don't know how to manage this in PVE. Fortunately this isn't my only toon.If this nerf is that big for you, in a reroll kind of way, then I don't know what to tell you. It's a nerf, sure, but if you listed all the nerfs Bliz has given all classes & specs along the way, this might be at about the 80th percentile. Give it a shot before you hang up your robes.

A 2-healer per tank fight in general sounds like a dream. All the hard mode stuff we've been doing have had such extensive dps requirements that we drop down to a pretty thin number of healers.
In 3.1 a geared disc priest can solo heal the tank. In 3.2 I don't think we will be able to.
Unless you're running with a paladin, ask the other healer to toss HoTs up. It's that simple. Hell, on my disc priest, I toss renew around to help out when I can anyway.
EDIT: To all the disc priests out there QQing as well. I only just bought the penance glyph in preparation for this patch, before I was healing perfectly fine Ulduar10/25 using the Flash Heal glyph in its stead (Yes, I was too cheap to buy the penance glyph which is expensive on my server). Honestly, it's a 1.6 second nerf. If you can't heal a tank anymore because of this, something is wrong. Not to mention it's not as simple as "PENANCE, FLASH HEAL, FLASH HEAL" Try using things like Prayer of Mending, renew, and yes, the occasional greater heal, even with lack of talents.

Ok, I'm sorry to say, but if you think this small nerf is that devastating enough from you being able to keep your tank up, pls do us a favor and reroll.
This is hardly a nerf, it will make things a sliver more challenging, but not a deal breaker, and it certainly isnt a big enough nerf to warrant your tank dying.
If thats the case, its you and not the nerf.

FYI - I have no illusions that you're terrible. But when you close your original post with a reroll comment like this --

Fortunately this isn't my only toon.you set yourself up as either (1) bad, (2) undergeared for the content you're in, (3) uninterested in adjusting and creatively working your rotation/spec/gear, or (4) in such a highly-competitive guild that this nerf may actually lose you a raid slot. I didn't assume 1, and can't relate to 3 or 4, so that leaves only 2. And it may not be you who's undergeared, it could be the tanks.
But why don't you see what happens with the new playstyle tonight and see what happens? It may actually not be so terrible, once you adjust your rotations. Personally I'm looking forward to the challenge, but I'm nuts that way.

Okay, seriously, nobody here thinks you're crappy Vermouth. We're just saying that adjustment is going to be a new part of this game (wait... hasn't it always been?). The sky isn't falling as far as I knew. Keep on truckin' I think you'll find it isn't as bad as you think it is.

I actually know exactly what Vermouth is getting at, and quite frankly I've been pretty concerned about the IC hm fight myself. I can currently two-heal this, but it is thus far probably the most difficult encounter in the game for me, and one we wipe on regularly still. The damage just gets so intense after the first boss dies.

The problem is nobody has really shown a rotation that i've seen that's going to be mana efficent enough so that i always have mana when i need it even using all my cooldowns and do sufficent healing to make up for the loss. Pretty much every post i've seen from people working on Algaon and steelbreaker on the test realms has said the same thing, their heals aren't keeping up.
Rotations rotations rotations. Is that what it takes for us to be good healers? DPS follows rotations because they don't need to make constant judgement calls. Everything we do is a judgement call, but I think locking yourself into some sort of mindless rotation that you could teach your 4 year-old to do isn't going to be the answer in the end. Reroll if you must, but don't knock it until YOU'VE tried it.

Does anyone know of any top raiding guilds running with a disc priest instead of a holy pally? I know
Ensidia does not

Unfortunately, until my guild finds a good reliable holy pally, my disc priest is basically the only dedicated mt healer we have. It's worked fine up to now, but like Vermouth I can see some post-nerf hm's where I might be required to go holy if I want to participate in the kill.

I felt the nerf pretty damn hard. I'm not happy, and I hate QQers. I'm all about the Greater Heals now. My raid slot is secure, so it's not that...but let's just say healing has changed more than I expected it would. All for 2 seconds on Penance and a hard hit to PoH.
A 3-hour run of ToC and U25 had me with GH #4 on my healing done, with Flash #9 (below Binding Heal for crying out loud). The tanks stayed up, but this is certainly going to be interesting.

There should not be a set rotation for a healer. With that being said we as healers need to make sure we are use all the tools of the trade. Divine Hymn, Pain Suppresion and Greater Heal need to be used along with Penance, Flash Heal, PW:S, POM, etc. Once all these tools are being used as needed, we should still be able to keep the tank up, just have to work at it harder.
Gear will also play a factor. Make sure gear is enchanted properly and gemmed, make sure glyphs are in place and you're ready to roll! Happy Healing!
