Looking simply to do the following...
i.) Have a macro programmed into all shots that will cast Hunters mark if it is not up on my target and does not cast i5t if it is up
Conditional macros can't do this unfortunately. They can't "check" to see if a debuff is applied, so therefore can't be used.
as well as cast pet attack if my pet is not currently attacking my target and does not cast if it is.
Create a macro called
Pet Attack.
Put this in it:
/petattack
/petfollow
Then, whenever you click it, the Pet will attack your current target. Clicking it again will call it off. Bind it to a key (maybe the Q key) to make it really easy. You can even do a:
/Cast Hunter's Mark
/petattack
/petfollow
to get it to put a Hunter's Mark on your current target and send your pet in to attack it in case you're not sure if you've Marked your target or not.
*Once you're really happy with that you can try something advanced like:
/cast Call Pet;Revive Pet
/clearfocus
/focus player;target
/clearfocus
/petattack
/petfollow
/cast Hunter's Mark
That sets your target as your focus, sends your pet to attack and marks it. It clears your focus if the target is dead and brings your pet back to you. The bonus is if your pet dies it will resurrect it or if you don't have a pet active it will call it and set it to attack your target.
Neat huh? :)

As Ashkallon stated this
can't
be done. You can't use macros conditionally.

That is neat, but the focus piece is an issue as I have a macro assigned for misdirect with focus; for our raid main tank, in it and the two would be in conflict with each other.
My MD macro has the tanks name in it and i just change it to whoever is MT for that fight. Having to keep your tank as your focus all of the time isn't the best idea.
The only time i have an issue with my macro is when i run into a tank that has a crazy symbol in his name. In those cases i just MD manually with Grid or Ora. Fortunately there aren't any of those in my guild.

I know this will work...
/petattack
/cast Hunter's Mark
/cast "shot name"
Hunter's Mark uses a GCD and would cancel out the next shot in the macro.

Orly? WTB that addon PST. Just kidding.
Macroing your
rotation
priority is hard, as once Lock and Load procs, your priority changes completely.
I only use 8 macros myself, 3 of which are only for my combat abilities.
