Sholud Halloween Achivement be less in Number?

Trick or treat at an inn, then log out. Log back in after an hour has passed and trick or treat again. Rinse. Repeat.
Use about 20-30 minutes a day to get a group together and run the HH event.
I took a few hours to fly all over the map and get the candy, then paid for transformations. I had my achievement after 3 HH runs. Luck? Yeah, probably a little.

To all those who like to talk about how easy and quick this is, here's one from the other side of the coin.
My gf only got the achievement yesterday. This is after trick or treating 10+ times a day (we work alternating days and i trick or treated for her when she was working), putting out the fires everyday, and killing hh 7+ (static main group with differing alt availabilities) times a day.
If achievements are a way of showing you achieved something, make them skill or determination based. Rng based achievements only prove that you were lucky, not good or determined.

I understand that the more often you play, the more likely you are to get it, but for everyone that's saying, "Do HH 5 times a day, trick or treat every hour," well, there are a few problems:
First, you're assuming that the person is available to trick or treat more than once or twice a day. Work 10 hours*, sleep 8 hours - that leaves you 6 TorT attempts; if you actually, dunno, have to cook or do laundry or any of the other things life requires you to do occasionally, knock that down by 2 hours and 2 attempts.
And second, it's still random. You get more chances, but if the RNG gods hate you, guess what? You're just screwed. It's completely possible that you could use every trick or treat opportunity available (24 times a day for 14 days) and run the Horseman 5 times a day, every day of the event, and
still
not get the helmet or squashling as a drop.
Unlikely, but possible - and I think that's what most people are complaining about.
*I'm including an hour of travel time in this; I work 8 hours but I'm gone for work 10 hours a day due to travel time

Pretty much the same story for me this year, as I got the title for my 1st and 2nd alts (main got his title last year). I can understand that a rare few might have really bad luck on the treat bags, as my rogue (2nd alt) had to wait a couple of days for the toothpick to drop for his last achievement, but in general I think the achievements were very easy.
Bear in mind that I don't raid, I'm not in a guild, and I very rarely pvp. If even I could get the achievements done with zero problems, despite my very casual playstyle, I don't see them being a problem for the vast majority of the playerbase.
