Why not both? I know you should make a choice which one you will level first, but in the end both shaman and druid (kitty then) are really nice dps-wise. I got both a druid and a shaman on 80 and they both got their amazing things. The main difference is that shamans bring really nice raidsbuffs with them while doing pretty nice dps and druids are the kings and queens of hybrid (switching from cat to bear if needed for some emergency of-tanking, combat rez, heals if needed) while doing pretty nice dps.

Which one more skills? Depends. Cat-rotation is a &*!@# if you need to learn it. Thank god there are add-ons like Droodfocus which helps out a bit when figuring out our rotation. At least you can keep track of your debuffs and when to refresh them. It's all about prio's and make sure you can manage the energy in the right way.
Enhancement dps can be quite easy once you get the hang of it. Same again, it's about prio's. And you have to use you cooldowns wisely, use your totems in the right way.
Gear wise: both are quite easy to get pre-raid. Find a leatherworker and you can get some nice items or level leatherworking. There is for both enhancement as for feral cat a nice pre-raid gearlist on wowhead, so use that. I used the list for druids and I got most of my upgrades in one day because of a nice hc-run and lucky drops.

*side note* I also realized from the raid that mages are insane at 80 because 3 mages kept fighting over who got to put Focus Magic on me.
Lucky you - in my guild we do 25 mans with 3 or 4 mages, and they all put Focus Magic on each other. The idea of putting it on me (who does more damage and dps than half of them) never even enters their minds.
But to your original thought, Blizz seems to do something to mess up elemental almost every patch, so it almost feels like they're trying to force every shaman to go resto. >.>
