Depends on the spec. You may be Incite Arms. But its more or less this. Replace rage dump (slam/hs) with Execute. I am replacing MS as well since its less damage per rage than Execute.
So basically when Execute lights i do (Rend) > Op > Execute

For raiding as arms it's the nr 1 priority, for raiding as fury it replaces heroic strike as ragedump, for leveling its kinde weak I gues, hard to answer without some details.

As arms I spam execute and keep rend and sunder up if I'm on sunder duty. It does more damage than OP and MS, and pretty much will suck up all your rage while spamming it. After 20% is reached, my prio is Sunder(if I'm the biotch)>rend>execute>OP if I'm between OP and execute on rage.

Well, Heroic Strike is next melee, and execute is instant. Depending on how much rage you have - thanks to the execute changes - you can use both. Execute is used when BT / WW are on CD. Be careful not to mess up the GCD rotation tho, as it is triggered on execute use (which is probably why you cant "replace" HS with it).
With Windfury ior IIT or whatever, you shouldn't be having problems doing both - with the appropriate level of gear ofc. But yeah, IF you are having problems, prioritize execute above HS.

You will be severely rage starved if you choose to Execute and HS. This will make your Execute spam not possible, you will hit 2-3 times and thats it.

Like I said, it depends on how much rage you have.
As you know, your stats contribute to rage gen (things like crit for HS rage if glyphed - rage from the white hit is still lost, but the HS is pretty much paid for; Windfury / Improved Icy Talons (even if you HS spam, your offhand will generate rage, right?))
I also said you
can
(not must) use both, and that if you are having problems (low on rage) to prio execute over HS. I was assuming that people knew that using a rage dump is pretty much only useful if there is rage to be dumped and not needed to keep up the normal rotation.
I know that if I only use execute, I'm going to have A LOT of excess rage that I need to get rid of. Seeing as my white hits still go through because the swing timer isn't paused or reset on any of the standard special attacks (only slam afaik), I'm still going to be getting lots of rage. It has to go somewhere....
But yeah, I usually have a very melee friendly group when raiding... I probably wouldn't be doing that if I didn't.
