Not even close.
And besides whats to stop you from going in with SoV and the switching to SoC and keeping your 200str for 20+sec after?

If youre at 4.5k on trash with SoV, youll be at 5.5k with two mobs. Maybe even closer to 6k depending on how long they live, three mobs and youll be like =O

Seal of Command is amazing for trash, hands down because that cleave effect is more powerful than you know. Always use it for trash with alot of mobs on the pull.
SoV is king otherwise for mobs that last a while or bosses.
SoR is good for fights that don't last long n' all that jazz.
In short: SoC + Crusader Strike + Divine Storm + Consecration on 2+ mobs = WTFNUMBERSEVERYWHERE

Trash however, will always be just that, and in boss fights where there's adds, you will still do less dps with SoC because you're doing less damage to the boss, unless it's a fight mechanic like... Skadi, or Gothik.
Have you seen anyone produce some numbers on that? I don't doubt the validity of it, just wondering if it's been proven.
I would've thought it'd be fair to argue that the cleaves from SoC from each Crusader Strike, Judgement and Melee attack would outweigh the DoT and the extra 5% damage from SoV, so it's interesting to see otherwise.
