hypothetically...
if there are 5 fire mages in a raid
only one of them has improved scorch
that particular mage stacks scorch 5 times for the debuff
the other 4 mages will also get the 15% increase in dmg?
so technically, you'd only need 1 person to have imp scorch?
i'm pretty sure it works like this for winter's chill too but...
i forgot where, i've read somewhere that mages have to stack their own scorches now
i need a verification please?

Yes, one debuff set is all that's needed. You're probably referring to Ignite.
