Get full savage and fill out the offset pieces with stormhide till you can buy hateful/deadly.
Also make sure you do arena every week, dosen't matter if you lose and go 0-10 every week you don't get points is points you can never get back.

Resto shamans are very gear dependant in PvP. Do NOT expect to get far in a stormhide set.
Grind heroics for the badges instead and grab the savage gladiator set. Mix the elemental and resto sets for two +50 resilence sets as well, this is a very 'cheap' way to get 50 extra resilence. Run VoA whenever you can, I would lead pug raids and not invites any other shamans (haha?) to better my chances of getting epic pvp gear.
Also grind battlegrounds for the hateful pieces that do not require rating, such as cloaks and bracers. Wintergrasp is an especially useful place to pick up items: in addition to the massive honor gain you can buy an amazing resilence trinket, and a hateful equivalent helm.
An even better alternative if you happen to be a serious raider is to use emblems of valor to buy the hateful sets. I myself acquired most of my hateful gear via emblems of valor. Although PvP gear will limit your manapool and healing capability, once you hit 800+resilence this difference is hardly noticed.
As for your weapon choice, a titansteel guardian is just made for a pvping healer and the heroic badge shield will make a suitable offhand. I myself use a wraithstrike (hence the icon ^.^) and a shield of assimilation I picked up from raiding. Raiding gear weapons and shields are generally easier to get and almost as useful as the PvP weapons (or in the case of the Torch of Holy Fire, more useful).
