Neither of those are worth spitting on.
ImpReinc is bad because if a healer needs to self-rez it's for two reasons:
A) You're wiping regardless of heals.
B) He was an idiot and stood in avoidable damage.
In case A, rezzing does nothing. Case B will sometimes happen, but it shouldn't happen often enough for you to sacrifice actual healing output to compensate for your inability to pay attention.
To boot, a 20% difference in your mana pool every 40 minutes is far less mana than 5% off every single healing spell.
Healing Way is bad because healing threat is halved by the game and then distributed equally between all mobs on the threat table. It is virtually impossible to pull aggro unless you are healing thousands and thousands of HP in a burst before the tank even hits a mob - at which point you Windshock it so it's easier for them to pick back up.
Both of these talents are crutches for playing badly, and neither actually improve your performance as a healer.

Elemental Weapons is less than 1% extra healing for 3 talent points. The post hp gain from it is 72 on healing wave.
As ghost pointed out, the self rez is not incredibly useful, and healing way has lost its usefulness with the change in threat mechanics.
The 5% cost reduction to healing spells, essentially makes you last longer on fights, and there are many fights where longevity is an issue.
And, we have a sticky for this kind of thing now, though it doesn't address glyph choice, it at least lists the options in the gear list-

Hi Taggda,
I was reading over the shammy forums today while the servers were down, and I stumbled across your topic. I would like to take this chance to reply, and give you my take on PVE raid healing. Bear in mind, the spec and glyphs I talk about here are based on a spec that another shaman bud of mine gave to me on my server, and he is a great healer (/wink @ Takuti of Stormrage). It is aimed around Ulduar 10 man, but I do think it could work just as well for 25's as well. To me, it is a spec focused around MT healing, but it functions just as well for when you need to bust out those raid heals in a hurry.

The thing I have found about this spec is that spell crit plays a major part in it. My 3 main healing spells when I heal Uld 10 are as follows: Lesser Healing Wave, Earth Shield and Riptide. Healing stream also helps me a lot due to the fact that I have a minor glyph that improves the healing output of HS for an extra 20%, which translates to around 480 healing per tick of healing stream when I am fully raid buffed. Also, I hardly ever use Healing Wave, due to the nature of my spec and glyphs. Bear in mind that with this spec and the right gear, you can pull off 1.3 sec LHW's that can crit in the region of 8.5K to 9.5K! Who needs longer heals when your LHW's crit for this much and its only a 1.3sec cast time. Also, when you are critting at around 30% of the time with your heals, the improved water shield talent is giving you back mana all the time, so mana is no problem what so ever. So, all in all this is a nicely balanced PVE healing spec. I'm not saying it is the best, but is sure does work for me.

Either way, I roll with lesser healing wave, earthshield, and chainheal. Chainheal is still an amazing spell on some fights (auriaya and ignis come to mind) and it is getting a great 3.2 buff.

In my defense, at least he was actually talking about Healing Grace and I just fluffed the names and not the actual effects.
I blame inadequate caffeine supplies and Blizzard's resto talent naming policy of Healing Adjective and Nature's Adjective.
