What is the difference between computer/monitor resolution, and the in-game resolution?

What do you mean what's the difference? Your Windows resolution can be set to one setting and the game can run at a different setting or they can be the same. The resolution in Windows would normally be the native res. of your monitor assuming it is LCD.

Oh, so, the higher monitor resolution, the higher resolution you can play WoW in?
Or can you make your resolution in-game higher than your monitor's resolution?

They are all basically the same, just being more specific.

The Native Resolution means the best/optimal resolution that the component supports.
Monitor Resolution is typically the Native resolution of the Display/LCD/Monitor itself.
Desktop Resolution refers to Windows itself.
Game Resolution refers to the resolution of the game itself.
If the game is in full-screen Non-windowed mode, it will use the specified resolution in game. If the game is in Windowed mode, either full screen or not, it will use Windows resolution.
It is recomended to set both those settings to whatever your LCD/Display/Monitor native resolution is. Otherwise if you feel uncomfortable with those settings, you can always adjust them to whatever you like.

Confusing...I think this is the answer you are looking for...
The
maximum
resolution
normally
available is the
highest resolution your monitor can "make" or "produce".
Sometimes your graphics card won't be able to produce a resolution that is as high as your monitor can go, through this is very rare.
So in the drop down box in WoW, under resolution is the options your monitor can make. They are fixed due to the aspect ratio (for more info on that search Google).
This can be higher or smaller than your desktop resolution.
They are independent.
