From what I remember, Rykuan is correct: Reforging will be for core stats only, and it will only be able to add to stats that don't currently exist on the item by reducing the stats that are on there.
For example, you could take a piece that currently has Str/Stam on it, drain the Stam away, and replace it with Agi instead. You would not, however, be able to trade the Stam for more Str, since that already exists on the item.
Some of that may be based on assumption and rumor, though; they haven't really given us a ton of details yet about reforging.

I would assume that secondary stats (ArP, hit, ...) will come from talents, either as a straight amount or a percentage based on primary stats.
Whatever happens, math will come, solve, reveal. No worries here.

kewl that means that I can reforge my T10 2 a tankin' gear 4 rogues.......(thinks about rogues tankin')........ROFL.......or I'll make my Priest T10 2 a ranged DPS gear(since I'm Shadow specced and Prot offspec it would come handy)......or reforge my T10 Pala gear 2 a healin' gear

reforging is going to be a bad system in my opinion. The way i understand it is that you can cut up to 50% of a base stat on a piece of gear and trade it for another base stat. Now if this only applies to actual cloth/leather/mail/plate items that you wear, imagine all the melee dps doing this to all their gear. Their stamina will get cut by at least 50%, probably more like 75%, and yes their strength(for rogues, agility for plate) and thus dps will get a huge boost, but they will have *!@#ty life, and will be dropping like flies. If they do allow runeforging, people will have to keep in mind a minimum their life can go to allow for various aoe etc. In my opinion they should only let you do this to two pieces of gear, so that way you choose the item with the highest amount of the stat you would be willing to sacrifice
I think Blizzard said that they will buffing up stamina dramatically in Cata. Even priests and mages will be walking around with 50k health.

Just to consolidate (because I am green and easy to see!):
Reforging will work on primary stats only.
You will be able to take values off a stat an item already has, and add them to a primary stat the item doesn't have (e.g.
Liadrin's Shoulderplates of Conquest
can be reforged, thus reducing its STR or STA, and adding AGI, INT, or SPI).
The values will be roughly the same you would get from enchanting the item. So if reforging was to be introduced now, you would be able to "take off" ~20 STR/STA of those gloves, and give them ~20 AGI/INT/SPI (because
Major Agility
is the highest stat enchant for gloves, and it adds 20 stat points).

I hope they do a few core things to it.
A. You cannot convert Stamina into something else, but you can convert something else into stamina. Otherwise a lot of people will just run around getting AOE one shot with 9k health.
B. You cannot convert Armor into something else, however you can convert other things into armor. See above.

Argent: There is some evidence that this may not be limited to primary stats only, based on comments made by GhostCrawler; he makes a comment that they don't plan on allowing reforging to directly increase DPS (i.e., no trading STA for DPS increase), but might allow for trading a stat for +Hit.
