Account-to-account transfers can only be done if these restrictions are met:
Account Restrictions:
- Transfers between accounts can be done only if you are the registered user on both accounts. (We do not support the transfer of characters between friends, guild mates, or family members.)
- Trial accounts are not eligible to send or receive characters. To remove trial restrictions please upgrade to a paid account.
- Characters may not be transferred to or from a suspended, temporary or permanently disabled account.

Customers with expansion accounts cannot transfer characters to a non-expansion account. The reverse is accepted.
The restriction I underlined may be a bit of an inconvenience to you. The destination account needs to be at the same expansion or higher as the source account in order for the transfer to work.
Thus, these types of transfers are allowed:
- Classic to Classicm Classic to BC, or Classic to WOTLK; BC to BC, or BC to WOTLK; and, finally, WOTLK to WOTLK.
And these types of transfers are not allowed:
- BC to Classic; WOTLK to BC, or WOTLK to Classic
If the destination account is at a lower expansion than the source account, the transfer simply won't go through due to technical limitations.
So, since the source account has been upgraded to WOTLK, the destination account will need to be a WOTLK account too. This restriction still applies even if you plan on transferring a non-Death Knight character that is below level 70 and/or has not been involved in any WOTLK content.

Think the above poster mis-read your statement. Since the new (source) account will
not
be upgraded to bc or wotlk, and your main acct
is
upgraded to them, then yes you should be able to transfer the toon no problem.
Source means where it originated from. Destination means where it's going to.
Also...
I have tbc+wotlk on my main account.
That made me think that the source account—where the character is coming from—has been upgraded to both accounts; and thus, if the OP wishes to transfer a character to another account or his or hers, the destination account will also needs to have been upgraded to both expansions as well.
If the destination account is at a higher expansion than the source account, then yes, the transfer is possible.
Okay, so I can transfer my character from my upgraded trial account (not bc, not wotlk) to my main account with bc and wotlk, right?

As long as it's a full retail account, yes. You can transfer from a Classic to a BC or WoTLK account if you'd like.
