I am trying to reach the hit cap for my ret pally. I know this cap is 283(9%) for physical attacks.
Well, there's your first problem. Hit cap for physical attacks/abilities is 8%. Since you're Alliance and will in all likely-hood have a Draenei in your party, you only need to get to 7%. Which means you are presently hit-capped.
Also, you're on a database website for crying out loud. You can readily find this information for yourself using the tools on this website.

Not a shaman, any draenei.
And if you're running a 5-man, the hit cap isn't 8%, it's lower. 8% is for raids.

Sorry 8% doesnt change the fact that if you actually looked at my hit Rating its on 6.95% and assuming I am running a 5 man and we dont have a shaman that doesnt help.
This is just all sorts of epic fail.

Don't worry about your hit cap. I am not saying pass up gear that has hit but I am saying if you are looking at gemming/chanting for hit don't do it. Point for point STR is going to give you more DPS.
Look at it this way.
!THESE NUMBERS IN NO WAY REPRESENT GAME CONVERSIONS!
Lets say you have two empty sockets. You are 1% under hit cap by putting the +16 hit gem in each you will achieve your hit cap. OR you can put two of the +16 STR gems in each slot effectively granting you about 70ish AP.
Lets assume you white swing for 1000 hit capped but if you go with the STR gems you would white swing for 1070.
If you swing 100 times with yourself hit capped you would do 100,000 damage.
If you swing 1% under hit cap with the strength gems out of 100 swings you SHOULD hit 99 times and do 105,930 damage.
When people look at hit cap they don't bother to think what it exactly means to give up sockets or enchants just to reach the hit cap.
(Yes I know I have a hit gem in my boots, I am too damn lazy to replace it.)

Dont quote me on this since im not entirely sure but i think that paladin abilites use a one-roll system too.
Meaning that more hit=more crit as well.

Doesn't it? I was always under the impression that 1% under meant 99/100 - 8% under would therefore give you a 92/100 chance of hitting, rather than a 0/100 (which is where I assume the next logical step of your calculation leads to).
Agree that hit rating affects all attacks, but would also note that AP also affects a lot nowadays. Having said that, I do think all the models still suggest that hit rating is the most effective way of increasing your dps, provided you don't overshoot the cap by too much. It's possible that if you only need 1 more point of hit rating, that a 16 Str gem might be more useful than the last 0.06% chance of hitting.

Certain things were recently proved to be on a two roll system, if I recall, making hit more valuable than strength, but not to the point where 0 additional hit is going to cripple your hit rating. Try going into a raid without any hit rating gear on,

of your attacks will still hit. It just won't be a comfortably consistent amount.
By the way, your wiki link also backs up what I said, rather than what you said. You seem to be reading the chart that says "Miss per 10,000 Hits" as "Miss per 100 Hits".

The thing is that you fail at math.
If you would've been at 99% OF the hit cap sure you would hit 99/100 attacks.
But when you are 1% BELOW hit cap you are at 87.5% OF the hit cap.
Sure most of your attacks will still hit if you have 0% hit but you'll do less DPS than someone that is hit capped. And unless you're raiding to !@#$ other people off this is a bad thing, you dont want that do you?
And a two roll system makes hit less valuable while a one roll system makes it more valuable.

Edit: I'm talking about 100 swings since so did the person that i first replied to.
100 swings is easier for people to comprehend since it's similiar to 100%

But before I go, you seem to be under the impression that there is no base hit chance. lol. This is just funny... Normally I'd assume we're being trolled, but I think he's serious.

may you are wrong :) if 8 is 100% then 7 is 87,5% as svirve said
you are thinking if 100% is 100 then 1%=1,
if 100% is 50 then 1%=0,5
and if 8 is 100% then 7= 7/(8/100) => 7/0,08 => 87,5%

Hit rating to hit percentage 32.79=1%
As alliance you should be striving for 7% hit.
