Opinion: Ravagers are better. They have a bigger "Wow!" factor to me(Maybe it's just that I haven't been playing in TBC zones enough, while I had been playing in Azeroth for 2 years)
Thoughts on the dilemma:
The bear is higher level, it is also a named mob(which means there are fewer of it running around for you to capture). If you go for the ravager, you'll have to level it up a bit to have it catch up with you, and both have different skill choices- Bite + Gore vs Bite + Claw. Statistically speaking, Gore is going to do more because of the 50% chance to do double. But this could be very different in practice.
You could also go for a Ravager closer to your level,
Enraged Ravager
but it is a different skin, and does not come automatically with Bite(you can still teach it bite, though).
But in the long run, when comparing a bear to a ravager (both at your level) there's not going to be a big difference. Though Ravagers innately have higher damage and minorly lower hp, while Bears are the opposite.

Yeah, i prefer ravager too, because the damage they do, so in the end, you want a pet with high damage.
