I'm going to say 5/10.
-2 for your gear.
You have a lot of Spirit and Strength gear. One piece with strength on it is too much for Hunters. Its a wasted stat and we dont need it. Spirit isn't very useful for us either. "Of the Monkey" gear is your best friend. All you need to worry about while leveling is agility, stamina, and some intellect. And those boots? Come one man! Replace them...fast. Run Uldaman (like I see you have done) and Scarlet Monastery for gear. You can start wearing mail now, so keep your eyes open for those.

Alright, you chose Beast Mastery. Great, I love that tree and it'll be hard to pull me away from it. But, you are level 40 and should have Bestial Wrath...you don't. Its a staple ability for Beast Mastery hunters and should be learned as soon as one hits 40. Might I suggest
this build instead
. Improved Aspect of the Hawk isn't great for a Hunter that's leveling and Pathfinding is useless in general.
I'd also take off another 4 points because you're a Dwarf, but I'll let you keep them :P. Just kidding, haha...
