Regardless of how you are as a MT healer, if the raid needs you to raid heal, you are probably the best choice. Chain heal is absolutely awesome, and will be even more awesome come the patch. I really don't get why you're complaining about it. I would imagine raid healing would be more fun anyhow. Personally, I love seeing my lasers jump all over the screen. They just say to everyone "look! im healin like crazy!". The best way to be an effective healer is to adapt to any situation.

Is chain heal even effective in VoA when everyone is so spread out? And from what I've noticed most boss fights in Ulduar require the players to spread out aswell. But if chain heal is getting a boost I guess I should try it out more. Even tho I'm not a big fan of raid healing. I just guess I want to prove to people that I'm just as good at tank healing like any other class.
Yep, it's still pretty effective, especially when you have stupid melee not moving away from the AoEs.

I am running Ulduar already. 10 man tho. :> But since my guild isnt forcing me to raid heal I guess I should just be satisfied. :) I just wanted to make sure that I've been focusing on the right stats and I wanted to know if I have played my class right.
If you're there and keeping your guild alive through their raids, then you're doing it right.
If the pugs want you to do something you're not used to, then get on with it and don't worry about it. They're just pugs, and they have to kind of hedge their bets a bit with healers - i.e. they don't
know
you're a fine tank healer because they don't run with your guild. To a pug shaman = chain heal. It's really not that horrible to live with though as it's the prettiest raid heal (after tranquility ;) ) in the game, and oh so powerful.
If you're really bothered about it, go through your gear and see what has no haste. Get new pieces that do have haste and shove haste enchants on them. You don't need a whole new set for it, imo.
I raid heal and tank heal for pugs and my guild, and don't have a problem with either. Shammies are just that flexible ;)

Chain Heal is still the most inefficient aoe heal when examined on an Effective Heal level.
I've healed several encounter spamming CH in haste gear, including abusing the crap out of Hodir lightbeams to get a 1.2 second cast, and it
still
didn't stack up to Wild Growth let alone CoH. Mana was never an issue for CH spam unless you weren't geared properly - it's cast time and the uneven distribution of it.
Only one of those is changing, and I very much doubt it's enough to bridge the significant gap CH still has in actual use.

I have to say that as a resto shaman with 457 Haste, 27% crit, 382 mp5, and 2300+ bonus healing (all unbuffed, not counting any totems at all) I have yet to go against an equally gear paladin or priest of any spec that could outheal me and still keep less overhealing than me, or last as long as I can mana-wise... Maybe the 100+ plus healers I have come across in pugs with equal gear just suck, but I don't think thats the case.
Resto healing is all about knowing when to use what heal. Don't chain heal if only one person is hurt, unless you know for a fact raidwide damage is going to be dealt before your cast finishes. Basically i'm saying practice makes perfect. The longer you play the shaman, (hopefully) the more effective of a healer you will become.
*Edit* Druids are a different case though, I have outhealed ones in better gear than me, and been outhealed by druids in lesser gear...

You can find different healing addons at curse.com. I use healbot, my sister sticks with quickheal, and a lot of people really like the clique+grid combo. Check out the site and try 'em out, makes healing a LOT easier.
