(( My original post on the subject got locked for some reason. So I've rewritten a bit of the idea (removing the whole 'new world' part) and have reposted it here))
As the Well of Eternity imploded around them, the Highborne Queen Azshara made a pact with the malevolent Old Gods. In return for the servitude of herself and her people she would be saved the death that grew closer every minute. And so, through their dark powers, the Naga were created.
Cast down to the bottom of the newly formed ocean with the remains of their once glorious city, the Naga, under the command of their transformed and now immortal Queen, began to build their new civilization of Nazjatar.
But, just as many were zealously loyal to Azshara, many despised her. One Anord Airbender, a former Highborne Gaurd and now a powerful Battle-Mage, and his sister, Cajsia Airbender, a former Handmaiden to Azshara, began a cult within the walls of Nazjatar itself, slowly gathering those that saw eye-to-eye with them, studying ways to possibly reverse their transformation and weakening the foundation of the Naga civilization. Recently this group - self-dubed the Splinterscale - fled from Nazjatar to escape execution at the hands of Azshara's still-loyal minions.
Making their new home on the remains of the island that had once held Sargeras' Tomb, the Splinterscale sought allies to aid them in the downfall of Azshara. When now King Anord's and Queen Cajsia's emmisarys to the Alliance's King Varian Wrynn returned on pikes they turned to their next choice of allies; the Horde.
Garrosh Hellscream, beliving that the Naga might be a powerful ally against the Alliance, allowed them enterence, and although the other Horde leaders looked at the Naga with suspicious eyes, they dared not question the Warchief's judgement.
As one of the Splinterscale it is your duty to both your rulers and your people - both free and dominated by Azshara - to serve the Horde, do everything in you power to reverse your transformation, and bring the reign of Emperess Azshara to an end.
...
Serpentking Anord Airbender
- Brother to Serpentqueen Cajsia Airbender, Anord - although not a smart as his sister - leads the Splinterscale's military force. He leads it well, few having defeated them, and has been able to take the portion of the island on which their settlements now stand under his leadership. But, faced with the Alliance, has Anord met his tactical match?
Serpentqueen Cajsia Airbender
- Sister to Serpentking Anord Airbender, Cajsia is the brains of the Splinterscale, dealing with more delicate internal and political matters - although Anord gives his opinion and support whenever he can. She's been able to gain entry for the Splinterscale into the Horde, but can she convince the Alliance to aid them against Azshara?
Mage-Lord Gradath Icedfin
- Although he is a talented mage, Gradath is also the main infiltrator of the Splinterscale. He deals with affairs that neither Cajsia or Anord can attend to, and serves his leaders well. Although he almost always operates solely from the cove, he has his Under-Mages act as eyes in the lands of the Azshar'i - Azshara's naga - for him.
....
Classes
: Warrior, Shaman, Mage, Warlock, Hunter, Rogue, Death Knight,
Dark Ranger
Classes Reasons
: The Naga are willing to try anything to be rid of their curse, and many of the races in the Horde have agreed to aid them.
The current Shamans of the Horde have begun to teach them their ways, in hopes that it might help them find the cure they seek, and they have melded it with their own knowledge of the sea.
Meanwhile some seek the comfort of the shadows to cope with or try to find a way to be rid of their curse, and began to train as Rogues and Warlocks.
But the Naga have not forgotten their heritage, as Warriors and Mages still roam Scalebender Cove - their capital - at will, making up the bulk of their forces.

1% increase is negligable, maybe 10% would be alright? Nice to see you reposting some of the idea though. :)

I changed it due to comments about it and the Druids water form on the WoW Forum. They said that 10% was basicly like they were in Water Form all the time. But it is a little low, maybe 5%?

What would Staff Specialization actually do? Increasing skill in melee with a class not meant to melee doesn't cut it.
I'd welcome a Naga race though, especially for the Horde. I wouldnt have to change factions to play one. =)

I like the Naga race idea, and the Horde seems like a good place for them. Blood Elves also have some relation with the naga: They were both enemies of the Night Elves.
Just a few things...
I reckon that 10% is probably better, because they ARE meant to live in water.
Instead of Druids, maybe Warlocks? Naga are meant to be evil.
How would Naga wear pants, boots and gloves?
I recently learned that Druid waterform gives 50% speed increase. So I'm going to up it to 10%
The Splinterscale remember their old dealings with Warlocks, and know that working with demons brings trouble. Although they won't hate their allies for doing it, they don't allow their own race to do it.
Not that their opinion would stop Azshara's Naga (here on out called the Azshar'i) from practicing it still, those Naga not loyal to Anord might be warlock-based.
As to your problem with leg armor: see

It's more or less just something I threw in to equal out the other classes Polearm specialization among the Caster classes.

From Lore perspective, having a male naga leading the Splinterscale (or any naga organization) seems hard, if not impossible. Due to the nature of the transformation the Highborne underwent, the males were changed more dramatically - in both mind and body. Yes, their bodies lost a lot of their Night Elven appearance and beauty, but the mind changed in response of it. They looked like brutes, and started thinking like ones - primitively, simply and were generally...well, not stupid, but close to. They lacked intelligence, but not cunning, let's put it this way.
It's a minor detail, but it bugs me mildly.

But then again, a Male Night Elf (well, 3) led the Kaldorei resistance in the War of the Ancients, when it
was
is
a primarily feminist culture.
Maybe some more personal reasons for rebellion were sexism too? :)

With Naga, the males are actually more lacking in mental capacity, hence the females leading and using magic while the males are more physically and mentally suited for manual labor and physical combat.

Um...
Warlord Kalithresh
anyone?
How about
High Warlord Naj'entus
?
They're both, male, apparently intelligent (Kalithresh is in control of an intire operation) and where there's two their's without doubt more.
Let us not also forget that in WoW roles change dramaticly. Male and Females are equal, so that solves that in my opinion..

They still work under Lady Vasj though.

So? Unless Vajsh has them under a mind control ability they proves to me that some Naga Males are capable of clear, decisive thought.
Let us not also forget that just because a majority is one way, that dosn't mean that they're all that way. Special individuals can exist.

Do you have a name for the capital city? Or will it be another Echo Isles/Gnomeregan situation?
I also think that Warlocks would be a better class choice than Druids, remember there weren't any Highborne Druids, and the only races that can currently make Druids were taught druidism by Cenarius himself.

Naj'entus is a brute...
Kalithresh
may
be different. But I am skeptical about him. My suspicion is that the only reason he commands is because he is the biggest and nastiest naga in proximity, able to keep all the workers in check - like a supervisor. Or a slavemaster.
As I said, it's not necessarily impossible, just hard. And it's minor.

Yes, Splinterscale Cove.
And I understand that their were none, but I thought it would be more interesting game-play wise. And when were the Tauren trained by Cenarius?

True, but Naga
Annonomalies
(Spelling?) may have a chance to increase intelligence in males.
As for player characters, either sex would be able to play any of the races classes for gameplay-balance reasons.

Cenarius the Shan'do
, I know it's not as solid as with the Night Elves, but I can believe it.

It's like the Night Elves; used to be only males were druids and only females were sentinals/warriors. Warcraft has let it so that either gender can be anything. But it still might be better to have a female leader as opposed to a male one.
