Thanks for correction about ticks, I don't know what I was thinking about when I put 8 there. As for chances of procs, I took numbers from resto4life -

No, it does if you're saying 'average procs per cast' -- Thats not the same as chance to proc.
Think about it this way: The chance of getting 'Heads' on a coin is 50% -- you CAN'T say there's a 100% chance you'll get a heads after 2 flips. you CAN say that if you flipped a coin twice a million times, there would be an average of 1 heads per pair of flips. (Which is what you get when you add 0.5 and 0.5)
To prove this mathematically, you can do this:
You can calculate the odds of having X procs over Y ticks by saying: 0.85^(Y-X) * 0.15^X
So you'll get 7 different numbers if you calculate the odds of every possibility (0 procs, 1 proc, ..., 6 procs).
Now you can use the 'number of combinations' method to realize that there's:
1 way to proc 0 times
6 ways to proc 1 times
15 ways to proc 2 times
20 ways to proc 3 times
15 ways to proc 4 times
6 ways to proc 5 times
1 way to proc 6 times
So you can figure out the 'average number of procs per cast' by multiplying (each probability) * (number of combinations), then multiplying the result by the associated number of procs, then adding these 7 numbers up. You'll get exactly 0.9. This is the same result as if you had just added 0.15*6 because 'average procs per cast' basically means add up the chances.
If there were 7 ticks, the result is 1.05 -- You CAN'T call this a %, because there obviosuly isn't a 105% chance. But its perfectly sound to say 1.05 procs per 7 ticks. The same way you can say that there would be an average of 0.15 procs per tick, or a 15% chance to proc per tick.
