I'm sorry if these questions was all answer and answer was in the stickies. But I try to find it, but don't seem to find it.....
1. Do Warlock need hit cap for PvP just like PvE? If so then how much?
2. What are the stats you recommend to max to for PvPing? (stats like resilience, spell power, stamina, spell penetration, and critical strike rating)

1. 4% is base, 6% is ideal, 10% is max
2. Not sure, ask someone more experienced

Base as in Minimum, Ideal is what is a good number to shoot for. The reasoning behind that is Draenai and Undead have a shadow resist that makes it harder to hit them. Does that make sense?
Not really. So Ideal is for those Draenai and Undead?

base would mean you would hit most
ideal means you can expect to almost never miss
and max.... well you are wasting stats if you exceed.
in the helpful threads Orloxgr(spelling) has made a wonderful guide to beginner pvp that will answer most if not all of your questions.
However you are going to want to stack as much resilience and spell power as possible. I believe there is a certain amount of spell pen that you wanna shoot for and you should probably choose haste over crit.
But definatly check out the stickies.

4% base hit. Because you have a 4% chance to miss a level 80 target.
6% "insurance" hit. Because
Blood Elves
,
Draenei and Undead
have an additional 2% chance for you to miss them.
10% "lolmaxnotreally" hit cap. Because classes have
certain
talents
that cause you to miss them.
100% "WTF HARD CAP" because of
Cloak of Shadows
.
Ideally you should have somewhere between 4-7% hit chance. The hardest targets to hit would be a Blood Elf Paladin or Blood Elf/Undead Rogue. There are perhaps other classes with talents such as those mentioned above, but I'm not too savvy with classes I don't play xD
You need ~140 Spell Pen. No excuses.
Stats are as such:
Spell Pen > Spellpower > Haste > Crit.
Never gem Haste or Crit, never gem Hit. When choosing offset pieces, stuff with Hit rating should come first (Subjugation I believe), then stuff with haste (Alacrity). The only Stamina gems you should have are the
two PURPLE
gems you use to activate your meta. Enchant for stamina IF (and ONLY if) there are no spellpower gems available (IE Chest). Enchant your cloak with spell pen.

A talented mage has 140 resistances to all schools. Thus 140 being the "soft cap" for spell penetration.
Also, Haste > Crit for destro PvP. Locks have LOW LOW crit chance compared to other classes, and at current resil levels stacking crit is absolutely pointless. Your average lock in full dominance gear has ~25% crit chance, with 1k resil you remove 10% of that. Relying on crits will NOT get you anywhere; getting more casts out WILL.

Here's a theoretical pvp build based on the idea of quick burn accompanied by staying power:

. Not sure if anyone will really be impressed with it really just wanted to throw the idea around and see how it might be tweaked. Supposed rotation would probably be open with immolate/corruption/curse of agony, in whichever order you fancy, conflagrate, then back and forth with searing pain and shadow bolts, then snap the shadowburn at 35% or lower. Ideally stuff is procc'ing all over the place causing crit and haste and instant cast bolts, and all the while you've got your siphon life/soul leech coming in too. I could easily see a few talents shifted around and possibly glyph of conflagrate, but i figured this build might fit the "get it over with as quickly and painlessly as possible" notion best.
I figured PvP Warlock Questions would be a good catchall thread to throw this into, hope that's not an issue.
