always do judgement first since it has a longer range than all of your other abillities. Besides, considering you can't youse Excorcism on players, don't bother about that. And use Judgement of Justice and use Seal of Blood. It has bigger DPS, and you can stop the recoil damage with Sacred Shield. Then gogo nuke

@ Open, thats an absolutely ridiculous thing to say, FCFS is
not
a rotation. It really is that simple, a rotation is a foolproof pattern in which your spells are cast 100% of the time. FCFS is used because you can't effectively write a rotation for a retrubtion paladin without making it several lines long.
@ OP, Elverdir explains FCFS very well so just roll with what he said.
Also in PvP there is no rotation at all, for any class, there are exceptions like Rogue stunlocks or say if a dps class is left unhindered to bash on their enemies. But PvP is a reactive envirnoment, you may need to HoSacrifice a team-mate, bubble a team mate etc etc the list goes on, versus different classes you will have to use a different selections of spells to win. This is why there is no rotation for any class in reality in a PvP setting.

FCFS is a simple way of saying, press the buttons that light up first. There's absolutely no way you can describe ret pally as being complex. If you want complex, go roll a feral druid/muti rogue/affl lock. Its in a completely different league. There ARE rotations in PvP, they just don't cycle through multiple times per fight usually, like they do in PvE against raid bosses, but cycle through match per match (in that you usually start with the same opener, the same second move, etc, etc with slight variations.

Ret Pala?
Apply face to keyboard. Roll from left to right repeatedly.
And repeat.
As a guy with a ret paladin alt I have to say... QFT. I play him when I dont feel like thinking about totems... or rotations for that matter.

and that there is very little that separates a 2k rated Ret Paladin and a 1k rated Ret Paladin.
You can notice who is who. These that use HoF on frost nova, are the facerolling ones.
The ones that use it on deep freeze you need to worry about.
Anyways, the only advice i can give to the OP is to use judgement ONLY when you are sure it wont get absorbed by a shield / immunity effect (Otherwise you may go OOM). In any other case give that and CS priority unless you are trying to score a kill and can use HoW. I try to use CS first and most cause it's cheap and keeps my 120 ap buff from libram going.
If there's a damage absorb effect up you may want to CS+DS first to consume it before Judging.
There's really no facerolling or "works always" priority list. At least in arena, you need to be careful of your attacks with shield effect teams or you'll end OOM without even noticing.
If you ever do a mistake and get a Judgement absorbed, quickly pop DP to recover.
