But I digress. Prot (healing) paladins fill a completely different niche from from prot warriors. Or are we comparing non-healing prot paladins wearing pve gear? You have me a bit confused.
Ahh, there we have it. You're looking at a prot-healer, I'm looking at a conventional Prot build wearing PvE, much the same way a Prot Warrior would.
There are three main ways to play Prot paladins - Prot healing (which is being nerfed in 3.2.2), Prot DPS (good burst, but was nerfed in 3.2), and Prot prot, for lack of a better term, a high avoidance/mitigation build for melee invincibility.
It's the latter that I've been speaking in mind about. So with that said, I think it's fair to say we've had a gross misunderstanding, and can leave it there :)

Off hand though, I would have thought protection paladins wouldn't have any mana issues, with having Divine Plea up all the time and being undispellable and all that. I don't have any knowledge aside from looking at the talents, so... I'll take your word for it.
It's pretty bad. Divine Plea regenerates 1.67% max mana (100 mana) per second. A 9 second tanking rotation costs 10% Holy Shield, 6% Hammer, 22% Consecration, 6% Shield, 5% Judgement, 6% Hammer, for a total of 55% base mana (around 2200 mana) every 9 seconds. So on average, if we're not being focused, we go OOM in about 45 seconds. Paladin Tanks primarily rely on being damaged and subsequently healed (Spiritual Attunement) and being melee focused (Blessing of Sanctuary) for mana recovery.
Trying to heal ourselves in that time is impossible - a single Holy Light, at half strength due to Divine Plea (and possibly halved again if we've been MS'd) would only heal for around 3k non-crit. And it uses about 1200 mana to cast, which is essentially, 12 seconds of Divine Plea. Prot-healers will have a big mana supply, Retadins will be able to Judge and recover 25% mana for their heals, but Protadins don't actually get that much benefit out of their bubble, other than to regather thoughts and slow the fight down.
Edit: Anyway... PvE geared Prot Warriors would function fairly similarly to PvE geared Prot Paladins, and the latter are definitely viable in BGs, even if they're not great in Arena.
Has anyone considered an Arms-geared Prot Warrior? Because that's the latest craze in the Paladin forums - Ret geared Prot Paladins, the Prot DPS.

Prot is 100% competitive if you know how to gear properly, try doing 2s with a prot-holy pally or 3s with a healer + an arms warrior/hunter
