I understand arms specs aren't usually ideal for PVE situations, but I've exhausted tanking and have decided to play my warrior as an arms build. I'm familiar with arms spec for PVP but have never really paid any attention to it in a PVE atmosphere. I'm looking for some assistance as to how I would be able to maximize my dps in PVE situations with a 2hander. I played a dagger rogue through Naxx Pre-BC so I'm familiar with PVE dps concepts...specific attack cycles would be very helpful.

I don't think Arms are really that bad at PvE, they're just not as effective as Fury for sustained damage, especially versus an entire group of attackers. You can still use all same basic abilities, they're just not as buffed. Arms specialize in taking a single target down rather than Fury, which leans toward spreading damage around an entire group.
I'm not really sure how many points you were looking to put into Arms or if you were thinking of a hybrid build. Personally, I love the cleave+sweeping strikes+whirlwind combo when facing a group, but I don't know if you want to put 21 points into the Fury tree for SS. ((This is actually the reason I got upset when Blizzard moved it to the Fury tree; I liked that Arms warriors had something they could use
outside
of PvP.))

Keep in mind that this warrior will still be primarily a PVP toon, I'm just curious how to better myself in PVE should I choose to run some instances on the side.

Everything looks great on your build in my opinion. Some might say Unbridled Wrath and Anger Management are unnecessary together, but I've tried each seperate as well as combined, and -- speaking from experience with them both -- you'll love the amount of rage you can build up in PvE. Enrage also seems very PvP-friendly, as it gives you a full 12 seconds of +25% damage after that rogue gets a crit on you.
As for attack cycles, you'll have no problem in a 1-on-1 against a mob. In battle stance, I like to save up rage until I can turn on sweeping strikes and then save it up again, where I just start spamming cleaves (the two stack, so if you're fighting two targets, each attack will hit them twice individually). In defensive stance, holding aggro is a lot easier if you thunderclap and then cleave until thunderclap is up again. In berserker, it's basically the same thing, but starting with a whirlwind and then cleave until whirlwind is up again (unless it's only two targets, where you can use sweeping strikes again), although if you have enough rage you can use whirlwind, sweeping strikes and cleave together to drop an entire group.
I'm sure others will have complaints, but it looks solid to me and you shouldn't have many problems with it. Enjoy!

Trick might be right; I didn't combine Unbridled Wrath with Anger Management until I procced to a dual-wield Fury build. I know Unbridled Wrath procs better on one-handed weapons, so I don't know how reliable it would be with a 2-hander.
