block value increases the amount of damage absorbed by a shield block.
once you reach uncrittable, this, and stacking pure avoidance, are the only ways to reduce the damage you take in a raid encounter, excluding spell damage encounters.
block value doesn't do as good as stamina in terms of a raid boss
1. it's hard to stack due to it not being in gems or most enchants
2. raid bosses hit for easily 5k and you're absorbing maybe 500 damage if you stack block value, you'll be overhealed anyways.
block value comes in handy when you tank light hitting fast/multiple attacks, like, when you're AoE tanking trash or 5 mans
but once you have a ton of stam, spelldamage, an other stats, it will be a nice thing to stack block value... i have no clue what a "ton" may be

i think you're agreeing with me, but it's slightly confusing because your talk doesn't relate too much to the quote...
