Frankly with the groups I run with i will often taunt off my tanks to see if they are asleep at the wheel or if they know wtf they are doing. There are few better ways to judge a tanks skill than to put them in a situation where they are outside their comfort zone and are pushed to be more.

I absolutely hate that "auto-pilot" mode that some of us end up in while tanking. Trash pulls are incredibly boring in most instances, and it gets to the point where I can literally tank without watching my screen.
I love over-pulling or letting a chain pull happen -- I love actually having to ACTIVELY tank mobs, instead of just lay down my 969 with one hand and browse an Avon catalog with the other.
I use my taunt and I use it CONSTANTLY if I can. I love seeing a DPS accidentally catch themselves in a patrol, only to have me send the mobs careening into my Consecrate with a taunt.

The OP seems to have a problem with repeat offenders and IMO that calls for a little more drastic action then asking them to stop.
Epiphany! How about... not grouping with them? :P As I mentioned, if someone is just not listening, then /kick is very effective. Let the repeat offender be an ass by themselves -- no reason to drop to their level.
If you seriously do this then In my opinion you are one of the issues that most Tanks Face.... I agree that the Tank has to be more in a group. Then again why would you purposely make things harder on anyone in the game...Kind of retarded if you ask me.
I loved Munkles' idea, and will probably be doing it in guild runs from now on. Now, in pugs? Of course you won't do it. In a pug group, you're just getting together with other people to grind out your emblems and loot. Besides, some pug tanks suck, and don't know where their Taunt button is (not pointing any fingers....) -- why take the chance?
But for a guild run with friends? I'll gladly do it just to make things interesting. Especially now that many players are geared for Ulduar, Heroics are cake -- it feels like they're made for level 75's.
Basically, I think you misinterpreted what Munkles meant with his post, and are trying to cut him down for no reason. His point was the same as mine -- letting the DPS die because they

what to do is just as idiotic as the DPS who KNOWS what to do

Well I have to say Ty to everyone so far that has thrown in thier 2 cents.... I do have a question though... About Def Cap or Not a Def Cap... I know that there is no actual cap but from all my reading 535 Def is the target number for Heroics but i still always maintain the 540 Def to be on the safe side... the 5 points isn't to hard to come by.... But Is there any reason to go above and beyond this Soft Cap? As far as I know Def doesn't suffer from diminishing returns so as long as I maintain the 540 The I am at least Uncritable...Correct? Is the extra def after that worth it?
No, the Extra Defence is not worth it, Def rating after 540 acctually does diminish. You're already uncritable, now get some avoidance to become less hitable. After 540, socketing avoidance is more efficiant than dumping defence.

You are of course aware that apart from reducing chance to be critically hit, each point of Defense also provides 0.04% chance to be Missed, to Block, to Dodge and to Parry for players. And that this doesn't suffer from diminishing returns that raw dodge/parry does.

well i recommend u delete that 969 rotation and do what YOU think what is the best.
I never had problems with mobs that are loose, getting overaggro's and all of that and i dont use that rotation.
It's not a "guide" for getting aggro -- it's mathematically the BEST way to cause the most threat possible. Period. If you stick to this rotation, you will have fewer abilities coming off cooldown at the same time and have the best up-time for Consecrate.
Using 969 is not NECESSARY to tank Heroics. But in a raid environment, when you have very high-end DPS on your targets, you will need to do as much threat as possible, and that's where 969 comes in.

okay follow ur 969. but u wont understand a !@#$ of tanking. ppl will die. i'm a palla tank and its not necessary for heroics thats bull !@#$. palla tank is an aoe tank. if ur going to use that rotation with aoe classes ur gonna end up taunting.
perhaps u can use it on patchwerk but not on bosses with adds and trash or u need to mark. but thats just stupid if u got mages/druids/pally's in ur group.

That's rubbish.
In the odd case that I find myself running heroic 5-man dungeons, I will always tell the group that the target I want killed will have a skull on it. I then run the 969 on that target and the random aoe threat I generat is usually plenty to keep the targets focused. Especially if you have Hammer of the Righteous glyphed, as there's rarely any trash left with more than 4 elites. And even then, since we're blessed with so much undead/deamon trash, following consecration up with a holy wrath (stuns targets and keep them in your consecration for longer) will do you a lot of good.
And what's wrong with following a rotation? The more threat you pump out, the higher DPS can be put out and the faster the mobs or boss dies.
ETA: Forgot to add, while following the 969 you're using your cooldowns to the best of their abilities, including AoE spells. What exactly would you do otherwise, which would allow you to put out more aoe threat?

Your abilities are not all single-target abilities. 969 includes Consecrate and Hammer of Righteousness -- your main AOE tanking abilities, by the way. Using them in a proper rotation means you will be using them AS OFTEN AS POSSIBLE... meaning the most threat, single-target or AOE.

No matter how you cut it, following 969 will generate the most threat. Period.
Now, you're right -- simply doing 969 is NOT everything there is to tanking. You do need to know how to pick up adds, you do need to know how to deal with a chain pull or a pat... there's far more to it.
But all of the stuff there is to tanking? One of the things is knowing how to hold threat as best you can. This is why we do the 969 rotation, because it allows us to generate as much threat as possible, AOE
AND
single-target.
