Yes, you should be able to tank with 33 points in prot, it's just easier if you specced more into prot.
My apologies, but armory hates me, so if you could show me a wowhead build, it would be much easier for me.
Gearing while leveling isn't a big issue, but stamina is your best friend.
If you have a spell damage weapon, that's more than enough for aggro imo.
In my experience, the fastest way to level is to go full prot and instance all day long once you hit tBC.
but yes, a reck/ret build is decent if you are more of a solo player.
If you gear in full OL gear, then you should be able to AoE grind the mobs as full prot without any problem imo

between levels 57-58, I frequently visited the AH for tBC gear, spent ~40 gold total to regear my paladin completely
totally worth it imo.
Instancing at first may be slow, but once you get the hang of it, you can pull 2-3 groups without any problem, and it cuts down instance time by a lot.
contrary to popular belief, protection paladins don't need as much downtime between pulls due to the lack of mana, I can chain pull instances all day long.
Protection paladins can make your instances as fast as hell and my records are rushing sethekk halls in 30 min, with 3 exp bar gained per run at level 67-69
but that's just my opinion, others will tell you that questing is the way to go.
if you do plan to stay reck/ret, then I suggest you carry 2 sets of gear and spec into seal of command

If you're going sword and board, One-Handed weapons specialization is better than Crusade.
and Conviction becomes pretty useless imo
The reason I suggested 2 sets of gear and SoC is that if you spec Ret/Reck, you get much higher returns with a 2 hander on a single target mob.
