Thank you Quab, i noticed u have left out points in Imp. Revenge and Imp. Taunt, doesn't these talents help the warrior to generate threat faster?
Improved Revenge is your enemy. You will not take damage & thusly you will not gain additional rage, however small this may be...it's true & worth mentioning.
Imp. Taunt doesn't generate threat at all. The ability Taunt merely brings you up to 100% threat level of anyone who is above you & forces the creature to look at you for a very short period of time. After which, he will go back to his previous target (if they so much as sneeze) if you do not generate your own threat. It's like a reset button for the very first time you pulled the creature in relation to threat levels.

You'll want to use slower weapons if you decide to use Devastate for solo purposes. Not exactly reliant on your tanking gear at that point~
Here is a build for level 62,
http://www.wowhead.com/?talent=LuZVZbAtoIMzcxstYour goal has been met (full prot. talents) & the only thing left is your Arms tree - flesh it out by going into Deflection all the way & moving down Imp. Thunderclap. After that, by 70, you'll want to decide what kind of final build you want to tank with.
Obviously you'll be gearing up before anything else & thusly keeping things like Imp. Taunt & Anger Management (& Imp. Thunderclap) for a while will help you tremendously, =)
Note: Around 70, feel free to remove Imp. Bloodrage & put those two points into Anticipation - you should have capable means of gaining rage without neglecting your +defense.
