Wolfraider187 is pretty accurate.
Honestly, it's really easy to get about a hundred hit rating for PVP, which is what I'd recommend. PVE is a lot worse, and with the upcoming change, it'll require more from you. Stack to about 200, 225 would be wise, but at that point you need to keep an eye out on other statistics.

Depends, hit rating for pvp only 80. Hit rating to be capped at end game raiding content is 309 atm, but i think they are changing it to 364 DAMN YOU BLIZZ. If your not doing endgame raiding or whatnot i would say a good raiding rogue (like karazhan and gruuls) would need to around 200-250 depending on gear, but for pve YES, sacrifice other stats to ATLEAST achieve 200 hit rating, once you hit that at least dont sacrifice crit, ap, agi, but until then yes do it.
The hit rating cap for us pre 2.3 was 309, it is now 363. It's not a nerf, it's a huge buff. Weapon expertise will allow us to eventually remove the chance for our target to parry, but more importantly, dodge.
You do not need as much hit rating when raiding mutilate as you would with any other build. You still need a fair amount, but it's not in the realm of 250+. You'll want to stack a lot more crit rating than you would with other specs, as that's when mutilate really pays off, when you're critting.

o i c thx...so 100 is enuff for pvp and a ton load more for raidin lol
Hit rating is not needed in PvP, nor is weapon skill counted in any way.
That's because weapon skill doesn't exist anymore.
Since patch 2.3 we've got weapon expertise, which does count in PVP.
