I was never able to find a good right up on this, so I researched it a bit and came up with what I felt was a solid plan. I just finished testing it last night and have two new level 60 toons in 28 hours of /played time.
In order to do this, you will need three accounts:
Account 1 (A1): Main account, has a fairly well geared 80. I used my Paladin wearing T8.5
Account 2 (A2): This is the REFERRING account. You will create a new toon here.
Account 3 (A3): This is the REFERRED account. You will create another new toon here.
Group up your new toons on A2 and A3 and quest and grind until level 10, then you will have your main from A1 join A2 and A3 in party and run them through the following:
Level 10-15: Deadmines or WC if you are Horde
Level 15-25: Stockades or RFK if you are Horde
Level 25-35: Scarlet Monastery
Level 35-45: Zul'Farrak
Level 45-55: Stratholme
Level 55-60: Hellfire Ramparts
---
Total Time: About 24 hours of /played (my extra 4 hours was goofing around with training and mounts and specs).
*Note, it stops at 60, since that is when the Recruit-a-Friend bonus stops working.

Post 55 a good way to cut some of the grinding out is to do your cloth turnins. They provide the 3x xp and there isnt much to doing them. Just something I've always done

Can get a third lvl 60 toon on your veteran account too, just make a new toon after you get the 2 others to 60, and use the grant a lvl option
I will be testing this soon. My understanding is that only the referred account can grant levels and only to the referring account and each 60 ends up with 30 grantable levels.
Therefore, you would need to have 2 60s on the referred account to grant 30 levels each to a new toon on the referring account.

Are there are any restrictions on granting levels?
Yes: 1) Levels may only be granted
to characters on a veteran account by characters on a linked recruit account
; 2) levels may only be granted to characters of the same faction and on the same realm; 3) levels may not be granted to characters over level 59; and 4) levels may not be granted to characters of equal or higher level; 5) levels may not be granted once a 90-day account link breaks.
I'm curious to see if this is how the actual mechanic works...

With RAF, i figure you need one computer for each account, if so, how do you manage three toons at once?
If your computer is powerful enough, you can run WoW more than once. I am running a 3.2 Ghz quad core with 8GB of RAM.
I have three internal SATA drives, each with a WoW installation. Get all three up and running and from there, it's a lot of following and Alt+Tabbing.

*A paladin works very well, though I have also heard good things about druids. Clothies can be doable, but don't have quite as much potential for mass-pulling and chain-grinding. E.G. single-pulling of SFK and SM armory/cathedral.
You can't chain pull ALL of it, at some point the mobs turn around and reset, i've seen it happen in a lot of lowbie instances. You usually have to split it up to at least 2-3 pulls
What I found was that bosses reset, as do any "zoned" trash. Such as a bosses adds or guards. General trash, would follow me all the way to the entrance. I still pulled in stages anyway, just to keep things manageable.
As a side note, watch out for dismounting shot in ZF. It's quite annoying.

A side note on granting levels:
You cannot grant a level to a character that will cause that character to outlevel the granting character
ie:
a level 15 cannot grant levels to a level 50
a level 25 can grant 1 level to a level 24

SM cathedral can be pulled by running right up to Mograine, punching him in the face, and then running back out. You will miss a few stragglers from the courtyard, but it gets the job done.
LOL. That's actually all I did for Scarlet. I did the other wings once for the achievement, but this was the bulk of the XP from there.

I have done 2 chars to 60 in 13 hours /played with the following strat:
80 dk was used in all runs
1-10 dual box questing
10-20 ragefire chasm
20-40 SM (20-30 lib/arm/cath, 30-40 arm/cath)
40-50 ZF
50-60 scholo
I did 4 sets of chars and my best run was 13 hours /played for 2 of them to 60. Keep in mind this was maximizing time used on those chars...little things count. For example I did not loot anything unless required (key for scholo, etc), I used my main to fly between instances and summoned a friend, then summoned again so there was no travel time on the alts, and I only did the most xp-efficient paths in instances, skipping any side bosses/pulls that weren't efficient (the cave boss in zf, etc)
