Yes they changed it a few patches back. PW:S no longer stops rage generation.

your right, when you have power word sheild on you you dont take damage, which leads to little rage gain, which leads to losing aggro. Unless they changed it in a patch, I havent tanked in a while

wow, on wowhead, you can search and find a spell and thar be comments telling you what changes were made to it in patches. =P
Yes, rage is gained through bubbles, they also have a nifty talent that gives rage/mana/runic/energy when the bubble is absorbed/dispelled (Rapture). zomg, awesomesauce!

Now, I can't find it in the official patch notes, but I was able to find the blue post about it:

"You now gain rage when damage done to you is absorbed, such as through a Power Word: Shield."
I've never really noticed in game, but I remember reading about the change. As far as I know it went in, so there's nothing to worry about PW:S anymore.

Which is damgeshield it says clearly "...you take damage or block..." ofc this could one of Blizz famous ones and absorded damage counts too.

What is best:
Block 75% of the damage and gain ~20 rage because of the damage done to you (which you have to heal) plus the 5 rage from blocking.
OR
Absorb 100% of the damage and gain 50 rage to compensate for the absorb plus no damage to heal up.
Let the tank decide.
(None of the rage/damage so called "calculations" are not based on anything, just common sense)

when i'm healing on my disc priest, i actually find it's the pallys that suffer the most from PW:S.
in 5-mans, i can go through most of the run without a direct heal if i shield spam, but that
kills their mana
so i actually have to change to POM/renew healing when i'm running with a pally. in raids it's no problem of course, there's plenty of incoming damage.
rage tanks have no problem with PW:S anymore.

maybe it shouldn't, but i do notice them with empty mana bars when i shield.

I'm sorry, but just having Divine Plea running is not enough on it's own. This attitude that people have that seem to think it is is blatantly wrong. The only way a paladin can keep their mana bar full in a heroic now (assuming raid-geared) is by pulling 8+ mobs at a time. Divine Plea helps for sure, but to pretend that it's all a Paladin needs is just wrong.

DP isn't enough to hold a paladin's mana up on it's own now, you're right. But DP +

does pretty well if you pull 4+ mobs and try not to let your party kill all the mobs before you refresh their numbers. Chain pulling is what paladins are good at anymore. AS and Concecration are what eat most of a paladin's mana. A geared paladin will skip AS on the pull and continue on pulling constantly if he's having mana issues.

Or, speaking as a pally tank main: It's a 5-man. Use Seal of Wisdom and keep Divine Plea up.
That takes care of it for me. The extra mana from SoW handles it, and threat isn't a problem because it's a 5-man... they're dead.
But as above stated, the rule of thumb for a paladin would be: Running out of mana?
