Mages have more snares/roots that they can work with. Polymorph isn't the only lifesaver available to them. Taking out the ability for sheep to heal means that you could, potentially, spam sheep, nuke, sheep, nuke, sheep, nuke, until the target is dead. It is a little overpowered.

Since when did I say other game mechanics aren't over powered? We're talking about Polymorph. Not Fear.

I agree that the healing effect on polymorph can be rather annoying due to it being so damn fast at regenerating health, but another seduce/fear + nuke combo would be too imbalanced.
At the minute mages have a few methods of CC, such as frost nova and chill effects, but all of which cannot usually be spared. For example, if you pull too many mobs you may need to nova them, but then you will lose out on extra DPS on your main target as well as nova breaking and getting swarmed by a horde of angry dwarves.
On the other hand, an effective CC could be quite useful such as a freezing spell or fire spell that stuns the enemy without a damage component etc.
To be honest, I think that polymorph does have it's cons and resitrictions but all-in-all it is a good CC and needed in many cases. The only thing I suggest is
raising
the time they are sheeped, but that is just my opinion as a mage, as I am the one who relies on this the most.
