A nice balance between them, obviously. You can't do any damage if you're out of mana, but you also do it much less efficiently and slower if you don't have any +dmg. 4500 mana sounds actually highish for your level, but if you still have decent spell damage, all the better. A link to your armory could help, tho. (And I'm no expert on priests anyway.)

Well, I suppose you could have more, but your gear looks just fine to me. Spell damage becomes increasingly important when you enter Outland, and it's a good idea to get a bit of it beforehand as well. Probably best to continue like you've done so far. It'll start pouring in by itself when necessary.
What I actually find more interesting is why you're leveling as full disc? I'm in no way saying it's a bad idea, but just not very common.

This is my mage. He has too much spell damage for his level, and not enough mana. I actually did it intentionally since I only use him for instance runs (I've literally levelled him from 13 to 50 using nothing but instance runs), so the more damage the better--I don't need anything else.
Basically, the best way to think of it is this: If you run out of mana a lot, you don't have enough. If you don't run out of mana a lot, then boost your spell damage, because clearly you DO have enough. :)

Well, if you're doing fine as is, there's no need to change anything. However, spell damage/healing is in absolutely no way useless. Let's take myself as an example.
I have about 1100 +healing. A certain percentage of that is added to all heals I do. A Lifebloom, for example, ticks for 39 every second without any improvements. With my gear, it ticks for about 142. That's ~3½ times the healing in the same time for the same amount of mana.
Of course the numbers are far smaller at your level (and in damage in general), but the point stands.
I'm assuming you use Smite as your main damage ability. Rank 6 does 212 - 240 damage at the cost of 185 mana, in other words ~1.2 dpm (damage per mana). Smite gains ~71% of your +damage, so with your 40, it does
((((212 + 240) / 2) + (.71 * 40)) / 185) =~ 1.4 dpm. If you had f.ex. 100, it'd do 1.6 dpm already. A significant boost in the long run.
So it's important, but so are stats. Like I said before, just continue the way you've been doing up to now as well.
And I should really go write that essay now.

If you want to level as fast as possible, maximize +shadow dmg. If you want to save money on water, then go for spirit. Overall, having to stop once in a while to drink is better than killing slowly and relying entirely on spirit.
There is no such thing as a "small mana pool", more mana only acts as a buffer but is never going to make you go any faster. It is even more obvious once you get VT. Personally my priority is dmg > spirit > sta / int.
