heck no. why would u have go for the throat? thats only for BM specc. Im not much of a surv hunter, but this has to be better:

Like Greenbax says, you shouldn't be considering Go for the Throat.
This is my reccomendation.
Surefooted is extremely useful in PvP. Movement imparing effects are the bane of MM Hunters. Since you cannot remove them/become immune to them like BM Hunters can, you need to have as much resistance to them as you can, in my opinion.

well the one thing to consider with all trees and all classes is this: there are skills that "improve your chances of something happening" (ie concussion shot +8% CHANCE to stun) and skills that have "immediate effect" (ie clever traps, which WILL give +30% increased duration of traps). So its up to you, but i like immediate effects, and 30% longer traps FOR SURE are a lot more helpful to me that giving me an additional 8% (ie. 8 out of 100 shots).

That's what I roll with.
When making a PvP build, I go in with the mindset that if it dosen't help my toon kill faster, and live longer then it's useless. Hence the 5/5 Imp Concussive.
