Patch 3.3 AoE damage change

Hello,
I am a bit confused about the change to AoE damage cap coming in 3.3.
Is it a buff or a nerf? Why did the developers think it necessary to implement?
Any insight is welcome.

It's actually not a big deal for tanks, unless for whatever reason under the old system tanks had much much higher aoe damage caps on their spells and all of the DPS classes had comparatively low caps. Sure with over ten mobs your aoe tps will be reduced, but so will absolutely everyone's dps.

Now it pay's off to have a unholy DK in the raid ( sigh, ok, 1 that knows what he does ^^ )
doing the diseases + pestilence alone is killing. I was always racing one of the mages for aoe damage, but now he tries to catch up.. Unholy DK is the multimob class to get in the raid. + we gief 3% extra damage to magic attacks with diseases applied.

Tanking whelps in OL, I find that consecrate still does 250 a tick even if I end up with like 30 on me :/
Any possible reasons?
