Mograine's Might.
Hit is hard to come by at that level and it's the highest DPS. Speed doesn't matter much anymore until you get crusader strike.

Which one's the easiest to get?
Your weapon hardly matters when you're leveling. As long as you can equip it, you can kill with it. Get the one you can grab the easiest; forget about it if you can't.
Oh lowbie PvP? Get the one with the most Stamina. PvP in low level BGs aren't usually the place where you do much more than melee someone until they're dead.

Um can you see the 20 str on that? Pluss it Has higher top end damage which will give you bigger white and SoC crits
Hi, you're dumb. Top end damage matters JACK *!@#ING SQUAT for Seal of Command until you get Crusader Strike.
+2.6% hit is +2.6% dps unless it puts you over the hit cap, or you're always fighting mobs lower level than you.
And of course I see the 20 strength on there. I already did the math. The 20 strength works out to put X'Calibor's total DPS 1.2 higher than Mograine's. 1.2 DPS is worth less than 2.6% hit in most cases at that level.
Plus having more stamina is always nice while soloing and PvPing. Actually, speaking of PvPing, hit is very valuable. Ever have Hammer of Justice miss? Yeah, it's not spiffy.

You haven't factored in the other benefits of 40 AP, in its impact on Consecration, Exorcism, etc.
Also, the top end damage matters from a burst perspective, moreso than an overall DPS perspective. You get somewhat spikier damage, which can be preferable in PvP (though, I believe it's relatively meaningless between 2.8s and 3.3s weapon speeds).
Having said that, 2.6% hit wins hands down for me. Morgraine's Might, for the hit, and for the extra 160 health for pvp work.

40 AP adds .2 DPS to consecration (if every tick hits), .4(crit%) DPS to exorcism (if you use it every 15 seconds), and .4(crit%) DPS to judgement of command if used every 8 seconds. I don't think he has any other spells that use AP in that way at that level

Over-analysing is the spice of life :)
I work out the Consecration increase to be 1.6 DPS per target. I think you missed the "8*" at the front - the 0.04 * AP scaling is per tick. Otherwise, that's it for PvP, he'd get an extra 20 damage out of his Hand of Reckoning for PvE though.

that "8*" is because the calculation inside the parentheses is per tick and there are 8 ticks per cast. One tick per second.
"Consecrates the land beneath the Paladin, doing Holy damage over 8 sec to enemies who enter the area."
Basically it's 1.6 total damage more to the whole cast, making it only .2 per tick (per second) per target.
