The buff dissappearing issue is because of exclusive categorys.
In 3.1 Mana spring was put in the same exclusive category as BoW.
BoM and Battle Shout share an exclusive category.
If either Mana spring or BS is talented they will replace an untalented BoW/BoM respectively.
BS will never replace a talented BoM with more than 2 minutes left.
Im not sure wether talented mana spring > imp BoW since there is no timer on mana spring.

Don't use PallyPower. Set your UI up so you can see Paladin-specific buffs on raid/party members at a glance, and then determine what you need to buff from there. For example, with 2 paladins in the party, one will buff kings and the other will buff might/wisdom depending on the class.
Communicate with other Paladins, and you won't run into issues. I don't get why communication is so difficult.

How does 'communication' disallow the use of this addon?

It doesn't, but I've come across Paladins using weird combinations of blessings on people, leaving me utterly confused as to which one I'm supposed to be buffing in a 25 man.
For example, with 2 other paladins in the group, it might do something like this:
on Paladins, first does Wisdom, second does Kings
on Shamans, first does Kings, second does Wisdom
on Rogues, first does Kings, second does Might
on Warriors, first does Might, second does Kings
I only tried the addon out for a little, and quickly dismissed it because it was very clunky and my own UI was better setup for it. I don't know if you can manually switch things so you're just doing 1 buff and the other paladins are all doing 1 buff only (or one Paladin doing 2 buffs if there's only 2 Paladins), but it seems pointless to be doing that every time you join a raid.
Not to mention how ugly it was...

If all Pallys in the raid use Pally Power, it is a very easy to use tool. The leader sets up all the Paladins' belssings (takes approx 30 seconds for set up 4 Paladins), and you just have to click them. There are no discussions on who is buffing what. It's all taken care of. The only discussions you should have are "Did you get improved XXXX Blessing?".
Plus, it gives you a timer so you know when to refresh it.
It's not the "be all, end all" of addons, but it is very nice for coordination of blessings if you know how to use it.
And yes, it is ugly and takes up more room that it needs to. I wish the designer would make it more compact.
That's just it, I'd probably use it if it wasn't the worst designed addon I've seen. By putting Paladin-only buffs to the right-side of my raid per-player, to a max of 8 buffs, I can see up to 4 auras and 4 blessings on each player, and it's got the timer on each (Pitbull 4's timer font is terribad, so I'm still using Pitbull 3 for the smaller font). The 30 seconds to set up 4 Paladins, for me, is the same amount of time, and I usually just end up spear-heading it. Often it's a holy paladin, a prot paladin, and either 2 rets, or another holy, so it becomes really simple who casts what. You don't even ask who has improved blessings, because it's already assumed.
But yeah, re-design pallypower, someone. :(
On the same vein though, does anyone else get annoyed when the only Paladin in the group, who happens to be Holy, throws up Concentration Aura? (or when they're only the second Paladin in the group, even.) Devotion and Retribution should be on the raid at all times, imo, with the Holy Paladin's aura being sacrificed for a resist one if needed for the fight.

Do you guys actually leave it up on the screen the whole time? I was under the impression that you set up buffs, buffed people, and hid it. I don't think I could stand out of the fire properly with that thing distracting me and being so big. o.O

Then make it smaller.
