Holy paladin damage is better than you might think. Since patch 2.3, our spell damage gives us, at the very least, a chance. This isn't to say you'll be on par with a mage or other casting class, but I consider it to be a respectable amount of damage. My holy shocks have crit. for some fairly substantial numbers in the past.
I put together a holy/prot. build that focuses on damage (disclaimer: this is a terrible build, but in keeping with the OP's wishes, I limited myself to using those two trees and attempting to make a damage-based build). Here it is--

Divine Intellect - for a bigger mana pool
Improved SoR - because a lot of your damage will be spell damage
Healing Light - because you're going to need to heal yourself eventually...
Aura Mastery - needed a place to put one point
Illumination - mana efficiency, and necessary to get divine favor and holy shock
Divine Favor - instant holy shock crit.
Holy Power - more frequent holy spell crit's
Holy Shock - your best damage spell
Redoubt - because improved devotion aura is useless
Precision - will make sure your reckoning proc's count
Toughness - for a little extra armor, I guess
BoK - more damage all around
Improved RF - take less damage, allows you to tank low-level content
Improved HOJ - more stuns mean you get hit less, nice to have in PVP to slow down opponents
Reckoning - as holy shock is to the holy tree, so is reckoning to the protection tree--pray it proc's
One-Handed Specialization - increases all damage when you use a one-handed weapon (preferred for reckoning as you'll want a weapon with less than 2.00 speed to get the full benefit)
Again, this is not a great build for healing or tanking, but for doing damage and limiting yourself to those two trees, I guess it's your best bet.

going with Sunwing's build, I changed it to
thisdivine strength does next to nothing as you would only have ~100 str that means 5% = 1 white DPS
much better spent in being able to heal while getting attacked
I also moved 1 point from reckoning to Blessing of Sanctuary for counter attack against rogues and 2 points from toughness to divine favor as 1 point in toughness = 0.5 physical damage reduction, hence hardly worth it imo

Add the final point to Spiritual Focus if you can live without Crusader Strike (probably not). Took improved devo. aura because it was that or redoubt, and since you're using a ret. build, you probably won't be using a shield.

So, is pvp out of the question for protection pallies ? Like we were speccing anyway ?
with 31+ points in protection, the general answer is yes, forget about it
