You will need a rating of 1850 to purchase season 3 weapons and a rating of 2000 to purchase your season 3 shoulder armor. There still is no hint as to when the next season will begin, however.

In a way the shoulder rating really makes sense. You'll often see people go for the shoulders first, just because it makes them look cool. The gloves cost less, but people always seem to get shoulders just for looks.
Back when the honor system first went to points, you'd see people in full greens with epic shoulders. Shoulders being the most visible thing from a distance, it was always funny to see someone lugging around glowing shoulders just get demolished because everything else was junk.

Another important addition:
Items that have rating requirements will deduce rating from a personal rating, not that of a team you're on. This is to prevent people from joining a 2k team and picking up the items.

Not to turn this into a PVE vs PVP discussion, but these changes are good for those who PVP. It's nice to be able to sport your accomplishments. The problem is, unless you've hit Gladiator, the only way you stand out is if someone happens to stop by and inspect you. The same is not true for PVE'ers - if you're standing there with tier 6 shoulders, it's obvious you and your guild are successful.
Now, with shoulder rating requirements, those with the season 3 shoulders can wear them knowing that they won't be mistaken for the 1300-rated player in greens who just so happened to have enough points to buy them. It offers a sense of accomplishment to a PVP'er, something that's been missing since patch 2.0.
For casuals, raiders, and people who are simply incapable of attaining a 2k rating, there's still plenty of really good pieces to pick up. Besides, shoulders don't typically have a lot of stats as it it - it's only the look they're trying to protect.

I completely agree with what Blizzard is about to implement.
Think of it this way: a Tier 6 player can walk into an Arena Team and walk away with Merciless Gladiator armor. However, a Merciless Gladiator player cannot walk into a Dungeon that awards Tier 6 and walk out with it. This implementation will balance out the boys from the men, if you will.
