Old news I'm afraid. There is kind of a "rotation" that works very well:
Rip - X - X - CH - X - X (and it has been calculated to be better then Rip - X - X - X what you seem to be doing).
X means you can either cast a HW or a LHW there. This way all your LHWs will always have an increased crit chance and all your HWs will always cast fast. CH will always hit a target with the Rip HoT on it so it does increased healing.
Using only HW in that rotation will drain your mana extremely fast but is the highest possible (single target) healing output a Shaman can do. Using only LHW will keep your tank up in normal modes without a problem, it will proc more Ancestral Awakening for better raid heal support and it is much easier on your mana pool.
You can of course mix both in any way you want, e.g. LHW when the tank is on high health and HW after he took a big hit.
This basic rotation (with LHW) is also the way to go for raid healing if your raid is spread out so that CH won't hit several people or if the encounter is so heavy on movement that you have problems finishing CH casts. If you are clumped up CH spam will be more effective.
Another option is to go CH - LHW - LHW - CH - LHW - LHW and save Rip for when an instant heal is needed. Works best if you have a group of people that benefits from CH (like clumped up melee dps) and a group of people that is too far apart to use CH on (like spread out ranged dps).
However, there is absolutely no reason to go for crit to do this. Both haste and spellpower are very valid throughput stats and superior to crit. If you are only tank healing then gemming int and using HW more instead of LHW is also an option - but I wouldn't exactly recommend it since you are severely gimping your raid healing capabilities then.

So I think I found a affective chain heal alternative for resto shammys. I stack crit over haste and do riptide healing waveX2 then sometimes toss in a lesser while waiting for riptide to cooldown.
I found if I am on tank heals I do very well often topping charts by a long shot and having least overheals done. If I am on raid I do slightly less than chain heal spammers but not to much just by be smart by who I chain heal.
This is not an alternative, this is the difference between Raid healing and MT Healing.
If you try to rely on RT + LHW for Raid Heals, you will never be able to keep up with AoE damage in the vast majority of raids in end-game. The amount of time it would take you to cast LHW four times will take at least 4 seconds for each GCD , whereas a single glyphed CH will average around 1.5-2.0 Seconds for most players with semi-decent Haste.
By tossing Healing Waves non-stop you're going to eat your mana pool quickly, and I can tell you that this is a very risky tactic to do, especially if you've got as much splash damage and cleaving going on like in ICC. You wouldn't be able to keep Tidal Waves procs up and running long enough to keep the HW speed up, and would need to switch back to CHs to possibly be able to.
Again, the tactic isn't wrong, but if you're not using all of the healing spells you have in your arsenal, you're severely handicapping your ability to keep your team up, be it the MT/OT or the entire Raid itself.

Right now he is stacking crit and has very low haste. Every crit gives you some mana back, low haste makes sure that you cast less often - that way even when using HW you don't go oom. Drop your crit for haste - you will gain much more throughput, but you will be getting oom much faster.
Int for sustainability, haste/SP for throughput. Crit should never be stacked ;)
But well, since he only prioritizes it on the gear and does't actually gem crit I guess it's ok.
Still, going with Rip - X - X - CH - X - X will be better then going Rip - X - X - X.
