As a DW enhancement shaman, you will never reach the hard cap for melee attacks, which is 27%, or 886 hit rating. When you dual wield, your chance to hit goes way down.
Get to the spell hit cap (17%). This covers the cap for special attacks (stormstrike) as well as the cap for shocks and LB.

Yes I know I need to reach spell hit. And yes I've read wowwiki.

say that it does not affect spell hit. So If base chance to miss with spells on lvl 80 target is 4%, and with draenei aura it's 3%, thats 3 x 26.232 = 78.7 hit rating?
You should be thinking about level 83 targets, not level 80.
83 (skull) is the level of all raid bosses, which are the ones that matter.

Ok I'm on 80 hit rating now, and last night a missed a moonkin with a hex. Not a resist or anything, but a miss. He probably had
Insect Swarm
on me, but that shouldn't affect hex because it's a spell, and not a ranged attack, if I'm correct?
Any thoughts on this?

I have a feeling that Insect Swarm affects spell chance.
Test on a level 80 training dummy, not in PvP combat.
