You're obviously going to spend the majority of your time levelling, so it'd be wise to give the bread and butter PVE talents higher priority. That doesn't mean that you can't pick up some nice PVP talents along the way though, you are going hemo after all.
At this point in time I'd recommend you go something along the lines of:

He had useless things for you like Oportunity which has no effect for you and didnt get adreniline rush. 2 adreniline rushes and 2 evasions pwn in arena and can pump out damage at top end game level (with A LOT of ap).

I'd accidentally relinked his original build. Surely you would've noticed that if you'd actually read his original post, spec included. Notice the build I told him to end with is entirely different.
As for the build you linked him, it's far worse than anything I'd ever recommend. You're talking about useless talents yet you've put one point in remorseless attacks. I'll remind you that he's using this build for PVE for the most part, what you've linked him is not a PVE hemo build, it's not even a decent PVP hemo build.
