I think I know your problem. Rouges can't learn poisons.
Rogues however, can and in that case, you need to be level 20 or higher at talking to the correct people.

And aren't all poisons purchasable from General Goods vendors? Or Trade Supplies?

I regards to poison and rogues- I've had poisons that never proc off my blades- ever. Change to a different poison (or lower level poison) and everything procs just fine.
