You probably wont see any items that add Hit Rating until late 40s-50s.
But most of the Hit Rating gear isn't until Outland.

Ruleofthumb, since the patch before this last patch, a lot of low level stuff has had hit rating added to it. Just a bit here and a bit there.
Hit rating is not COMMON at that level, that's why you aren't seeing an increase in your hit rating.
Hmm, a lot of stuff got HR added to them? Alright, fair enough...the TWO peices of armor from level 20-40 that have HR on them is a lot, you're right.
I said that you wont find Hit Rating until 40s-50s. This still holds true because its a mechanic that isn't important while at the low questing levels. Once you start hitting that area, items start gaining HR to start you familiar with some of the gear you'll need for the raids before BC had come out.
