Yes, if you read the patch notes Hand of Reckoning was changed to scale hugely with AP.
Not really that helpful for DPS, due to the huge threat mod though a very nice boost for single target tank aggro.

What threat modifier? It's a
taunt
.
How would it be useful for tanks? Seeing your comment i guess you read the patch notes, thus you read that the damage will only be dealt if the target is not attacking you.
And it doesn't scale hugely with AP. It scales at a 50% rate.
The damage is dealt after the mob is taunted in order to give you a nice boost of threat since the taunt alone will only put you at the same amount of threat as whoever has aggro when taunting.

From what I've read its an interesting change but i cant really say had an issue with Hand of reckoning in its current form. seems like a slightly pointless change.
I don't think it was broken in the first place. This is basically just a nice boost to Protadins, to make their taunts even more effective, especially in taunt-heavy fights.

It's hugely useful for tanks because it adds a nice boost to initial aggro alongside the taunt.
And it's not a good DPS boost, as the OP suggested, due to the taunt mechanic.
And it scales hugely compared to the damage from before, which was almost nothing.

So compared to ret paladins right now with seal of blood for pve... how do you think the dmg compares? Are we going to see ret paladins drop in the dps meters, stay about the same or go up? I'm wondering if I should just have my off spec as prot since it's getting a nice buff but I'm still undecided.

I think what will happen is, and I have said this before, is that we will be doing more seal swapping than before. trash dp swill be low (but who cares) but boss DPS will rize a decent amount. This helps ballence out PvP because your not gettin' 5 stacks on a player unless you switch to a Super fast weapon, thus killing the x2 multiplier for the stacks...
But on someoen like Patch, 5 stacks is nothing, and altho you have to manage mana a little better... Hell - Ill pop Pots for 5 minutes of x2 crits....
This is my Opinion. I know you have one, but mine is different =)

It is a good damage burst when soloing or in PvP I'd wager...
it doesn't work in pvp.. it says, "immmune"
This. They fixed Hand of Reck a LONG time ago so it doesn't do damage in PvP. I still want it back so I can kill that stupid grounding totem with it! Damnit!
Pudge.... Please remove hand or reck from your rotation, and then tell us how much damage it's doing compared to live with the same gear.
