Yes, hemo lost it's edge in BC due to the scaling of SS. That it. Nothing more. Its not that hemo is weak, it is that SS is too strong to not use (and thus spec combat).
However, at his rogue's level, Hemo can easily dominate over SS's raw output when using a 2.6+ speed weapon.

At lvl 39 hemo is a good way to go, given u have a slow weapon
To answer your question, mongoose over agility any time. Slower weapons have a better chance for a mongoose procs than daggers. I think i read that somewhere in wowwiki, so i guess its true. So getting 120 agi for a lvl 39 is godlike
As for the offhand, i'd go with something slow, since u will be having SnD on, to get the most of your Hemo debuff
Or you could argue for a fast dagger to get poison procs

Yes, I believe the fast offhand would be best. Even without the fact that you are reducing Shiv's energy cost (lvl 39, remember), I would say that applying Crip frequently is more important than the boost you would be getting off using S&D with a slow offhand as opposed to a fast one.
