I think Blizzard should implement taverns in the middle of each big city for players who would like to do Dirty work for gold and to complete various missions (NOT QUESTS) for items and gold, after a number of missions are done the player can recruit himself to become a mercenary wich can go hunt and kill or destroy anything for any other player's delight if the price is good,for example:
I am a mercenary and will take a job from Mr.Bob
He wants me to kill Mr.Smith.
Mr.Smith i don't know where he is but after becoming a mercenary i get a special GPS type system to track down the target and kill him.
Reward will be based on the target gear score lvl and other bla bla.
As a mercenary i can take missions from alliance and horde players.

The basic idea sounds cool but there's a huge problem.
Besides dailies, we all stay in BGs, Arenas, Dungeons, Raids or Capitals cities. Place where a potential assassin won't usually be able to find us.

Yes but where are you goind to pass these brief minute ? In dalaran or in a capital city.

Sounds interesting, but seems to me to hold at least two problems.
It would be strange for Blizz to make something that condones, even encourages, griefing levelers.
And as Kramp said: It would be hard to find 80s in a place where you can get to them.
Also, there's the whole business of actually finding the person. Tracking would be unfair, without tracking you may never find them.

I always loved the bounty idea, especially how it was implemented in EVE.

To make it PvP is out of the question.... to make people do quests for others would be....weird, ur supposed to do the objectives urself cuz its important for the lore...
Perhaps the best thing would be to kill a certain type of monster and bring the player a typical loot or go farm something for him, but again why do we got AH'`? :\

It's quite easy to make this workable.
All you do is limit bounties to levels - so as a level 57, you can only hunt other level 57's, 78 can hunt 78's, and so on. But anyone can post for anyone, so an 80 who ganks a questing 20 might just find his ass marked by aforementioned 20.
Also make it a Daily thing - you can do ONE Bounty a day, your choice, for your level, assuming some are posted (and I imagine there would usually be some).
The two factors combined stop higher levels hunting and ganking lower levels all day every day for cash and lols.
On top of that, you make it so a player can only have a Bounty posted on them once per day, by one player - whoever posts it first is employer, anyone else with a grudge - try again tomorrow. Log in earlier. Bounties expire and can be posted from x time. And you may only post one Bounty per day - no putting the whole realm up for hunting. Choose carefully from your list of hated players.
As for finding them, rather than an overtly simplistic tracker, have a hint system, maybe a Gnomish or Goblin PDA type affair - "Thatgit was last seen in xxx at xx:xxpm. They are currently on/offline", "Thatgit is on the move, heading South from xxx", and so on. Make it a proper hunt, not a fly to this point and kill this person.
Add in trophies, and extra rewards for skilled and dedicated Bounty Hunters. Like you get Champion Seals for the Argent Crusade...take Ears, or Noses, Hands, Feet, whatever for Bounties. Thirty trophies gets you a pet, a gun, a mount, a gimmick, a plan, a title, a tabard, whatever.
Finally - people who are whining about being hunted and ganked, well, lets face it, who doesn't die once a day to something or other, especially in PvP servers, and who is going to uninstall or write an angry email to Blizzard over one death a day? Get a grip eh, and bear in mind - you gave someone a reason to ask for your head. Might make you think twice about certain actions in future, be it a ninja'ing, gank, node theft, /2 asshattery, whatever.
Also...you assume you are going to die. I play on a PvE server, yes, but I spend 75% of my time flagged for various reasons, and like when it happened last night (a lovely Belf Pala girl), I LOVE when some dumb cracker jumps on me, so I can make them regret it 30 seconds later. Do what you are meant to do, and fight back - if you win, you get to loot half the Bounty off the idiot who hunted you, and they lose the Quest.
It's not hard - I spent all of 5 minutes thinking about this while I quested, and although people will always find niggles, it's workable if you make the effort.
Also - I hereby lay claim to all these ideas as original works and intellectual property. Blizzard, hand me some of teh l00tz!

I have a sorta twist on how I read this idea...
Bob camps me for a little while.
I go and post a bounty, 20g to kill Bob.
The next time Bob is killed, 20g is automatically mailed to the killer.
That way, you're not having to track someone down, its just a little incentive to do world pvp.
