Your spec is fine...
Your
gear needs help
. You stack spell and crit, yes disc needs these but at your level mp5/int is usually hard to find and you will need it.
Try and get more gear with mp5 and intellect/spirit. Its not difficult to get upgrades, goodness my semi-twink lvl 49 UD priest has 1/3 the spirit of you already with 108/61 mp5 as disc and thats not even stacking spirit.
But luckly at 75 since your JC you can wear the Owl trinket and it will really help your mp5 as well.
Also I'd recommend dropping mining since you have maxxed JC and get Tailoring. The back enchant will give you nice mana return on every cd.
When I was leveling my priest from 70 when WoTLK was released I was in T5 -T6 equivalent gear. I was holy at the time though but even with my gear and mana pool it was still mana draining at low levels bc our mana regen gets smaller and smaller as we level if we don't upgrade gear with more spirit/mp5 (or int for replenish).
Also remember to enchant some of your gear.
Best bet is focus on Nexus (its lower lvl yes but it has an environment that helps mana regen :) ) or/and make sure you have a replenishment spec in your group at all times, I perfer a ret paladin or shadow priest.
Disc can go oom at lower levels, especially since the nerf to rapture. I found improving your int/spirit/mp5 levels really helped balance it as well as not constantly casting as we once were. Cast smart basically.

The struggles involved in healing instances below max level are (IMO) just too much. Yes, the instances are easy-mode, but as has just been said, the gear isn't really there for it. And (more importantly) the people leveling along the way are all learning their classes, maybe learning the instances for the first time, and maybe even still learning basic game mechanics (like how aggro works).
I recently leveled my DK to tank. I did a few early instances, and realized that the factors I just named were all pointing to a much more pleasant and fast leveling experience by doing straight-up questing. Only after I hit 80 did I start slowing dipping my feet in the cool waters of tanking.
This isn't law, of course... plenty of people level in instances just fine. And you may be doing it while knowing full well the compromises & challenges involved. In which case, have fun!

@Neodymium (heck, this is your thread!) -- you can really improve a lot by getting some nice cheap enchants. They'll give you more mana and more spell power. More spell power means you do more healing with each spell, so you have to cast fewer spells to get the job done.

,
gloves
... all cheap & worthwhile investments, even on replaceable gear, especially if you're struggling.

With 13.5K mana and 160 MP5, I don't imagine your numbers were that different than mine. I don't recall having terrible mana issues (as Holy).
My thinking would be more along the lines of
- People leveling now are not as good since they probably soloed their entire career
- People are leveling up ALTS and are just sloppy
- People are biting off more dungeon than they can chew and the issue is about taking damage, rather than your ability to heal.
